Trayendo nuevas esperanzas para decenas de miles de jóvenes inmigrantes en Nueva York el programa de Acción Diferida del presidente Obama entró en vigor esta semana. El presidente de la Asamblea Legislativa estatal, Sheldon Silver; la presidenta del Comité de Educación Superior de la Asamblea, Deborah Glick y el asambleísta Francisco Moya anunciaron hoy la legislación (A.10807) para facilitar su futuro mediante la apertura de las iniciativas de asistencia educativa, tales como el Programa de Asistencia de Matrícula para cualquier persona que reúna los requisitos del nuevo estado migratorio.
El asambleista Phil Ramos, ha apoyado decisivamente estas propuestas así como ha reafirmado su “compromiso de respaldar cualquier otra que acerque a los jóvenes soñadores a lograr el Dream Act ya que estas leyes benefician una mejor calidad de vida para los jóvenes inmigrantes que son parte fundamental para el futuro de esta nación”, afirmó.
En el mismo tenor el portavoz Silver dijo:"Este es otro paso más para los jóvenes inmigrantes hacia nuestro objetivo de obtener un Dream Act en Nueva York. Mis padres llegaron aquí como inmigrantes y con ello me permitieron acceder a  tener más oportunidades, precisamente porque este país nos abrió sus brazos a mi y a mi familia, permitiéndonos trabajar duro para tener éxito", sentenció.
"Estos jóvenes inmigrantes, que realmente no conocen otro hogar que no sea Estados Unidos, merecen las mismas oportunidades y posibilidades de éxito que yo tuve. Mediante la apertura de la ayuda financiera y otras opciones de educación superior para ellos, los jóvenes inmigrantes tendrán ahora la oportunidad de luchar para hacer realidad sus sueños y contribuir a esta gran nación", agregó el portavoz Silver.
Bajo la ley actual, los estudiantes indocumentados pagan el mismo costo de  matrícula que sus compañeros de clase en todas las escuelas de SUNY y CUNY, siempre y cuando cumplan con ciertos criterios. Sin embargo, no son elegibles para aprovechar los programas de ayuda para colegiatura que están disponibles para los demás estudiantes. La propuesta daría a los jóvenes inmigrantes el acceso a una amplia gama de programas de oportunidades educativas de Nueva York, incluyendo:
Programa de Asistencia de Matrícula  (TAP);
Programa de Oportunidad para Educación Superior (HEOP);
Programa de Oportunidad Educativa (EOP);
Programa de Ingreso a Tecnología y Ciencia Colegial y (C-STEP),  y
Programas de Oportunidades disponibles en los colegios comunitarios.

Muchos jóvenes inmigrantes ya están aprovechando este histórico programa del Presidente Obama y están solicitando la Acción Diferida. El lunes, el portavoz Silver y los miembros de la mayoría demócrata de la Asamblea anunciaron el financiamiento para realizar tres clínicas de servicios legales dirigidas a  jóvenes inmigrantes para ayudarles a solicitar el estatus de acción diferida y además prestarles otros servicios para ayudarles a tener éxito en sus vidas.

"Para muchas familias trabajadoras, los programas de oportunidades educativas proporcionan apoyo financiero vital que vuelven más asequible la educación universitaria ", dijo el asambleísta Deborah Glick. "La apertura de estos programas vitales de ayuda financiera a jóvenes inmigrantes amparados al programa de acción diferida permitirá alcanzar sus metas educativas y profesionales a una nueva generación de inmigrantes."
"Durante décadas, programas de asistencia financiera para educación no sólo han abierto las puertas a una educación superior, sino también han permitido a generaciones de neoyorquinos inmigrantes a mejorar la calidad de vida de los estudiantes  y sus familias", dijo el asambleísta Francisco Moya. "Este proyecto de ley nos acerca un paso más a asegurar que los jóvenes inmigrantes tengan acceso a las mismas oportunidades educativas que sus demás compañeros de estudios".
El proyecto de ley requiere que el Comisionado de Educación del Estado de Nueva York, en coordinación con el presidente de la Corporación de Servicios de Educación Superior (HESC), desarrollen un formulario de solicitud así como el procedimiento que permita a aquellos  estudiantes que no califican para obtener ayuda estudiantil federal puedan hacerlo en programas estatales.
"En términos sencillos, esto es lo que debe hacerse por estos jóvenes", dijo Silver. "Somos una nación de inmigrantes, y el programa del Presidente Obama permitirá a estas personas  salir de las sombras. A través de la apertura de programas de educación para estos jóvenes, estamos ofreciendo esperanza a decenas de miles de estudiantes y creando un futuro más brillante para nuestro país ".

Freeport mayor apologizes for VP's visit

Freeport Mayor Andrew Hardwick had to answer tough
Freeport Mayor Andrew Hardwick apologized Monday to angry residents who objected to his recent meeting with the vice president of El Salvador.
Hardwick and other Nassau officials had met on Aug. 8 with Salvador Sánchez Cerén, vice president of El Salvador since 2009 and a likely candidate for president in 2014. Cerén participated in anti-U.S. demonstrations in San Salvador four days after the Sept. 11, 2001, terrorist attacks, in which marchers burned American flags.
About 100 residents attended yesterday's trustees meeting, where several residents demanded an apology from Hardwick during a public comment session.

"You did every resident of Freeport a disservice by honoring him not 200 yards from where we have a monument to men and women who died on Sept. 11," resident Charlie McEneaney said.

Trustees also criticized Hardwick for not informing them of Cerén's visit. Hardwick said he was unaware of Cerén's background before the visit, and that the event developed "rapidly" and that he "didn't have time to do much of anything other than get ready."

Hardwick added: "To anyone I have offended, I sincerely apologize."

Cerén met with Hardwick, Nassau County Executive Edward Mangano, Legis. Francis X. Becker Jr. (R-Lynbrook) and other officials at ceremonies in Mineola and Freeport earlier this month to acknowledge Salvadoran American Day.

The local officials were met on Aug. 13 with protests and criticism from members of the public, including some Salvadoran-Americans. Hardwick, later that day, issued a statement that his "intentions are never to dishonor Freeport residents, firemen, police officers, military, and those who have lost loved ones in the 9/11 tragedies."

Since meeting with Cerén, Mangano has said that he would "not have extended a form of recognition" to Cerén if he had known about the vice president's background, while Becker said he was "unaware of any controversy surrounding" Cerén before this month's events.
Some residents attended yesterday's meeting to defend Hardwick. Earline Skates said the attacks against the mayor were politically motivated by his opponents.

"Remember folks, don't be fooled by smoke screens," she said.

A politician who celebrated the 9/11 attacks on the U.S. gets the 'key' to Long Island's Nassau County By MARY ANASTASIA O'GRADY

Like many New York City bedroom communities, the Village of Freeport on Long Island lost its share of loved ones—including police and firefighters—on 9/11. Over 340 people from Nassau County were killed in the attacks.
In the aftermath of the horror, messages of sympathy poured in from democracies around the world. But there were a few exceptions. One occurred days after the crisis when El Salvador's far-left Farabundo Martí National Liberation Front (FMLN) political party turned a street rally in San Salvador into a celebration of the carnage. The leader of those festivities, which included burning the American flag, was a former Soviet-backed guerrilla commander by the name of Salvador Sánchez Cerén.
It is no surprise then that many Nassau County residents were furious when they learned, earlier this month, that their politicians were fêting Mr. Sánchez Cerén in their own backyard as part of the county's observation of Salvadoran-American Day. The controversy that ensued threw Mr. Sánchez Cerén's New York hosts into full-blown damage control as they struggled to convince their constituents that they had no idea who their guest of honor really is.
More interesting is what the backlash implies for the political career of Mr. Sánchez Cerén, who is now the country's vice president and the favorite to be the FMLN presidential candidate in 2014.
Political analysts say that because there are so many Salvadorans living in the U.S., any candidate for president has to demonstrate that his government would have good relations with the Americans. This was undoubtedly what was on Mr. Sánchez Cerén's mind when he worked out his visit. But given what is now being said about him by local and national politicians, it seems to have backfired.
In Nassau County on Aug. 8, things went swimmingly for the FMLN firebrand who specialized in terrorizing civilians during El Salvador's civil war in the 1980s. Freeport's Democratic Mayor Andrew Hardwick recognized him as the "Salvadoran-American Person of the Year." Republican Nassau County Executive Ed Mangano cheered, along with Republican congressional candidate Fran Becker, at a ceremony where Mr. Sánchez Cerén received as a gift an American flag decorated with the names of the 9/11 victims. Mr. Mangano also gave him the "key" to the county. To top things off, after a meeting with House Homeland Security Chairman Peter King (R., N.Y.), he had his picture snapped with the conservative congressman.
It didn't take long for that photo and others from the day's events to turn up on Mr. Sánchez Cerén's website, showing off what seemed to be approval from the American political class. But the narrative soon broke down.
It is somewhat believable that the Long Island politicians (excluding Mr. King) did not know the truth about their guest of honor and were easy targets for a set-up because they were thinking only about votes. According to the 2010 census, there are more than 47,000 Salvadorans or Salvadoran-Americans living in Nassau County.
Mr. Mangano's office told me that Rafael Flores recommended that Mr. Sánchez Cerén be honored. Mr. Flores, who heads the American-Salvadoran Association of Long Island New York, is the brother of Herberth Flores, the deputy director of Mr. Mangano's office of minority affairs.
Rafael Flores told me in a telephone interview last week that he didn't know about Mr. Sánchez Cerén's background, and he declined to comment when I asked if he regrets the invitation. Mr. Mangano was more forthcoming in a press statement: "Had the administration known that the organization selected an individual with these principles [Mr. Mangano] would certainly not have extended a form of recognition nor attended the event."
Mr. Hardwick's office apologized to the community "if what is being said is true," and Mr. Becker told me by telephone that he would have "run as fast as I could have away" from the event if he had known about Mr. Sánchez Ceren's past.
But it is Mr. King's comments that are likely to undermine the Salvadoran vice president's campaign the most. The congressman told me in a telephone interview last week that he agreed to see Mr. Sánchez Cerén much as he "agreed to see Arafat." He described an unpleasant meeting and said that he told Mr. Sánchez Cerén that he doesn't like his anti-Americanism and doesn't approve of the FMLN's current attempt to strip the judiciary of its independence. "You'll notice," Mr. King said, "that I am not smiling in that picture."
Upon his return to El Salvador, Mr. Sánchez Cerén fired up the base by hosting an FMLN blowout celebration for Fidel Castro's 86th birthday. But the image makeover designed to paint himself as a friend of the U.S. had already begun to collapse.

Nassau: Sin fondos para programas, solo para fiestas y secuestrar la realidad

Lialdia.com / La crisis económica heredada por los 8 años de la administración Bush se ha sentido a nivel nacional y Long Island no es la excepción. Los déficits presupuestarios en ambos condados alcanzan cifras estratosféricas que es difícil que una sola medida logre componer la situación. No obstante, el despilfarro de los pocos recursos restantes hacen la situación más precaria.
Como hemos reportado extensamente en Long Island Al Día los últimos 10 días, el ejecutivo del condado de Nassau se ha visto envuelto en una situación engorrosa por la presentación de reconocimientos a un dignatario extranjero cuya retórica ha sido la de atacar a Estados Unidos una y otra vez. Hasta ahí todos estamos enterados.
Paralelamente, un grupo de agencias sociales que proveen servicios a la juventud residente del condado han protestado repetidamente porque se han visto afectados por la decisión del ejecutivo de suspender todos los fondos destinados a los programas sociales para la juventud de prevención y reinserción. El ejecutivo y la legislatura se echan la culpan los unos a los otros. ¿Y esto qué tiene que ver con lo del acto protocolario?
He aquí la conexión. Mientras el ejecutivo Mangano hace contorsionismo dialéctico para explicar la engorrosa situación del reconocimiento y dice que no hay fondos para seguir los contratos con las agencias, lo cierto es que no pasa semana sin que Mangano u oficiales de su administración no celebren festivales, eventos sociales, repartan diplomas a diestra y siniestra como si fueran dulces y sobre todo jueguen con el manejo de la publicidad que en sus ojos no es nada más que la compra de silencio o cobertura positiva. Habrá más de algún medio hispano que justificará eso pero……. ¿es ese el mejor uso de la cosa pública?
Está demás decirlo que ese beneficio sólo es recibido por unos pocos dueños de medios y alguno que otro, pero sin bien colectivo.
Los discursos no encajan con las acciones; se da una extremada inconsistencia entre el conservadurismo fiscal que se pregona y el derroche de dinero en fiestas y superflua soborno-publicidad. Los listos dirán que no hay que confundir las cuentas porque el dinero para el circo es recaudado y proviene de instituciones privadas pero valdría la pena preguntarse: ¿acaso ese mismo dinero no sería mejor invertirlo en organizaciones como STRONG, Hispanic Counseling Center o Hempstead Hispanic Civic Association para evitar que nuestros jóvenes terminen en pandillas, usando drogas y consecuentemente en la cárcel ?
En contraste, el ejecutivo propone más fiestas, pagar a los medios por publicidad para que callen lo malo y de paso otorgar beneficios fiscales a desarrolladores privados por millones y millones de dólares para que construyan un nuevo coliseo, a pesar que la colectividad ya se manifestó en rechazo a esa pretención . Indudablemente, las prioridades de la administración Mangano no están alineadas con las prioridades de los más de 200,000 hispanos que residen en el condado de Nassau.
¿Habrá alguien dentro de su equipo de trabajo que le esté haciendo ver eso? ¿Quién asesora a Mangano?
 Alcalde de Freeport, Cónsul de El Salvador, Eldia González, Jaime Sevillano y Becker.
Por los resultados de los últimos 3 años es evidente que los asesores en temas hispanos lo único que saben es de fiestas, reconocimientos y verguenzas, como hace unos días, que premiaron a  Jaime Sevilla, un inmerecido Salvadoreño  que estafó, se burló de la buena fe de sus compatriotas y se le recuerda por haber recibido un diploma tan grande como su indecencia. No salgan a decir ahora que nada sabían del delincuente.
Ya es suficiente el circo.  Ya son demasiadas equivocaciones, omisiones, falta de tacto y  respeto. Y si no pueden y las únicas noticias de ellos que salen en los medios son negativas, pues hombre, el despido o retiro es la más sabia alternativa.
Como dice el adagio: zapatero a tus zapatos, pero en este caso de asesores, cantante a tu cantada…

A demonstration Monday in Freeport is expected to attract hundreds of Long Islanders protesting decisions by several Nassau County officials to host El Salvador's vice president Salvador Sánchez Cerén at public events last week.
Cerén, who was elected vice president in 2009 and is a likely candidate for president in 2014, participated in anti-U.S. demonstrations in San Salvador four days after the Sept. 11, 2001, terrorist attacks, in which marchers burned American flags.
He appeared with officials -- among them Nassau County Executive Edward Mangano, Legis. Francis X. Becker (R-Lynbrook) and Freeport Mayor Andrew Hardwick -- at ceremonies in Freeport andMineola on Wednesday to mark Salvadoran American Day. The appearances sparked an outcry from residents -- including Salvadoran-Americans.
"He celebrated the destruction of the twin towers," said Uniondale resident David Renderos, who fled to the United States from El Salvador in 1981, during the Salvadoran civil war. "It's a shame to have elected officials meet with these types of people."
Cerén, who attended a reception with Long Island Latino leaders in Hempstead on Thursday night, told a reporter that he came to New York this week to try to build dialogue between the U.S. and El Salvador. There are about 100,000 Salvadorans on Long Island, according to the 2010 census.
Asked about his involvement in anti-American demonstrations, Cerén said through an interpreter he wants to "reaffirm that I am sympathizing with these people" who died on 9/11.
"What has come out of my heart is to give thanks to this wonderful country," he added.
Rep. Peter King (R-Seaford) said he met privately with Cerén on Tuesday in his Massapequa office -- to discuss foreign policy. "I oftentimes meet with leaders I strongly disagree with. There were no proclamations," King said.
Criticism of Mangano is unfair, spokesman Brian Nevin said. "County Executive Mangano expressed that all dignitaries are welcome in the USA to celebrate independence, democracy and equality -- all that oppose these values are not," Nevin said in a statement.
Hardwick issued a statement that the Freeport ceremony was "about a celebration of a great culture, heritage and people."
Becker said criticism of Cerén was overblown, adding, "Everybody's going to have political adversaries."
Cerén's political party, FMLN, issued a statement after 9/11 that, according to 2009 congressional testimony from Rep. Dana Rohrabacher (R-Calif.), said "the U.S., because of its policies, was itself to blame for being attacked."
FMLN is a left-wing political party born out of a coalition of guerrilla organizations. Its candidate, Mauricio Funes, was elected president in 2009, with Cerén as his running mate.
But Cerén is much more left wing than Funes, said Peter Hakim, president emeritus of Inter-American Dialogue, a nonpartisan Washington, D.C.- based policy analysis group.
"If we want to reach out and build better relations with our adversaries, he's someone we should talk to," Hakim said of Cerén.
Edgar Vasquez, vice consul at the Salvadoran consulate in Brentwood, said criticism of Cerén's participation in flag-burning protests is a "misinterpretation," adding that he was present but did not participate.
Asociación Salvadoreña Americana de Long Island brought Cerén to Nassau, said the group's president Rafael Flores, because Cerén is "reaching out to the state of New York" and is a friend.
Monday's rally is set for 4:30 p.m. at Freeport Village Hall.

A leading US politician has warned Galway officials that there will be ramifications if they go-ahead with a plan to erect a statue of Argentinian revolutionary figure, Che Guevara, in the city.
According to the Irish Examiner, Republican Peter King of Long Island, Chairman of the Homeland Security Committee in the House of Representatives, has urged Galway City Council officials to halt plans for the statue.
King made his comments after receiving a letter from local politician Cllr Padraig Conneely (FG) to alert him to the controversy.
King wrote back stating: “The ties between Ireland and the United States are strong and lasting. Labour Party Councillor Billy Cameron, who initially received widespread support from other councillors, first proposed the plan to erect the statue. Confusion then arose about the willingness to put a permanent structure in place, reports the Examiner.
During his St Patrick’s Day visit to the US, Irish Prime Minister Enda Kenny was given a letter from Ileana Ros-Lehtinen, the chairman of the Foreign Affairs Committee of the US House of Representatives, calling for a stop to the erection of the statue.
"This is a matter of considerable concern within the Irish-American community and should be addressed," said King in his letter.

Una de las contiendas electorales seleccionadas como "a seguir" por analistas y consultores políticos a nivel nacional es la del distrito 1 en Nueva York la cual será un segundo "round" de la del 2010 entre el actual ocupante de la silla, el demócrata Rep. Tim Bishop, y el retador republicano Randy Altschuler.
A pesar de la distancia, las agua ya se han caldeado. Acusaciones no se han hecho esperar. El equipo demócrata que respalda al Congresista Bishop ha puesto al descubierto el record de "outsourcer" -exportador de trabajos a India- del candidato republicano. Al parecer, las acusaciones han logrado ser mella en la credibilidad del republicano Altschuler.

Un punto importante a resaltar es el margen abultado de votantes independientes 64% que dicen apoyar la reelección del demócrata el próximo noviembre sobre el 29% que elegirían a su oponente.
Para la comunidad hispana, la carrera toma un significado especial dada el salto cuantitativo que han dado los latinos en esa región de Long Island --el número se ha casi duplicado de 7% a 13%. Adicionalmente, muchos hispanos en el este de la isla han mostrado preocupación por las noticias que el candidato republicano es apoyado por el movimiento anti-inmigrante del Tea Party. De hecho, medios locales recientemente reportaron sobre una manifestación orquestada por la oficina del republicano pero que de acuerdo a una grabación pedían que los manifestantes se abstuvieran de hacer la conexión con Altschuler dado que eso le podía generar problemas.

Suffolk quick on union deal, but Nassau ...

How was Suffolk County able to swiftly reach a tentative agreement with its police officers' union while Nassau's still waiting for a deal?
How did Suffolk get all 10 of its public employee unions to agree on finding millions of dollars in health care savings?
The answers lie in key leadership, structural and other differences between the counties. Most of Suffolk's contracts, for one, were about to expire. So, unlike Nassau, Suffolk did not need union agreement to reopen existing contracts to find savings.
As for health care, Suffolk has had for two decades a self-insured health care plan, which covers union, nonunion and elected employees. Once a month, the sides work together to oversee the plan and make necessary adjustments.
That's how Suffolk will find $17 million in health care savings by next year. Some of that could come from increased co-pays from all employees.
A decade ago, Nassau also moved to a self-insured plan. Instead of savings, however, the effort cost Nassau $70 million over just a few months. Eleven people, including a chief deputy county executive, were convicted or pleaded guilty in connection with the scandal.
The result? In Nassau -- where employees are covered under the state's health care plan -- each union negotiates health care issues. In Suffolk -- where neither side wanted to change the system -- keeping the self-insured plan became a bargaining chip.
Suffolk got its desired savings; unions got an agreement to extend the self-insured plan through 2020 -- and keep current and future retiree benefit entitlements intact as well.
Another difference on the health care issue is this: In Suffolk, elected officials took the lead in passing a bill to contribute to their own health care benefits. In Nassau, there's never been such an effort, although the county in 2002 approved having new nonunion workers make contributions.
Other differences? The tentative agreement with the county's Police Benevolent Association came after old-fashioned, face-to-face negotiations. That hasn't happened with PBA contracts for some two decades in Suffolk or Nassau, where agreements too often came from arbitrators because neither side wanted the heat for unfavorable results.
What's in the tentative, and, at 10 years, lengthy agreement? Can't know until we see a copy. But it is said to include no salary hikes through the middle of next year (although police will continue to get step increases) and a no-layoff provision.
There's also said to be a "me too" clause guaranteeing that another union's better deal goes to the PBA, too. And a change that will more than double the time it takes new hires to reach top pay to 12 years.
For Suffolk, the tentative agreement appears to slow the increase in police compensation costs. The increase in Nassau also has been slowed -- but by a state control board's two-year wage and step-increase freeze on police and other unions.
More differences? In Suffolk, the projected health care and, should it be approved, PBA contract savings will go into the 2013 budget after they're finalized. In Nassau, the current budget included $150 million in labor savings before as-yet-negotiated agreements -- which is why Nassau has had layoffs and is seeking to cut more employees.
In Suffolk, County Executive Steve Bellone never publicly berated unions; in Nassau, the relationship between County Executive Edward Mangano and union leadership has been openly acrimonious.
The most striking difference? It came up in last week's news conferences: In Suffolk, the county executive, lawmakers and union leadership willfully decided to fight the fiscal crisis together.
In Nassau, after three fiscal crises, alas, they're still fighting each other.
