El asambleísta Ramos apoya aumentar el salario mínimo

El asambleísta Ramos (D-Central Islip) anunció su apoyo para aumentar el salario mínimo de $7.25 a $8.50 por hora comenzando en enero del 2013, el cual luego será atado al índice de inflación comenzando en enero del 2014; adicionalmente, el salario mínimo para los empleados en el servicio de comidas, quienes también verán un aumento de $5.00 a $5.86 por hora en enero del 2013, será atado al índice de inflación comenzando en enero del 2014.

“Este aumento al salario mínimo se debió haber hecho desde hace tiempo y lo correcto es ayudar a las familias de clase trabajadora que luchan por sobrevivir”, dijo el asambleísta Ramos. “Nadie que trabaje tiempo completo debería estar viviendo bajo el nivel de pobreza”.

Ramos indicó que el salario mínimo no se ha mantenido a la par con el aumento del costo de vida aquí en el condado de Suffolk. De hecho, el salario mínimo solamente ha aumentado 10 centavos en los últimos cinco años.

En estos tiempos económicos tan difíciles, más familias trabajadoras están viviendo de salarios mínimos, mientras la economía se ha movido a empleos de servicios con salarios bajos en los últimos años. En el 2010, los tres trabajos principales en industrias que vieron ganancias a nivel nacional fueron los empleados de ventas al por menor, los cajeros y los que preparan comidas –de los cuales, todos son predominantemente trabajos de salario mínimo. Al aumentar el salario mínimo del estado más de un millón de neoyorquinos se beneficiarían, añadió el asambleísta Ramos.

Actualmente, los estados vecinos de Vermont, Connecticut y Massachusetts –así como otros 15 estados en el país y el Distrito de Columbia– todos tienen salarios mínimos más altos que Nueva York. Además, el salario mínimo en Nueva York solamente aumentó 10 centavos por hora en los últimos cinco años, lo cuál no es suficiente para que las familias de Suffolk puedan mantener su hogar cómodamente, añadió el asambleísta Ramos.

“Aumentar el salario mínimo también ayudaría a que nuestra economía local crezca, poniendo dinero en las manos de las personas que probablemente lo gastarían”, dijo el asambleísta Ramos. Esta medida ayudará a nuestra economía local.

Ramos apoya legislación para
responsabilizar a LIPA

El asambleísta Phil Ramos (D-Central Islip) anunció que la semana pasada la Asamblea aprobó la Ley de Control y Responsabilidad de la Autoridad de Energía de Long Island (A.8957). Esta legislación, auspiciada por Ramos, combatirá los gastos fuera de control y las prácticas de negocio cuestionables de la Autoridad de Energía de Long Island (LIPA) al requerir que ésta se someta a auditorías extensas y operacionales.

“Por demasiado tiempo se ha permitido que la LIPA aumente sus tarifas sin la aportación del público y que opere sin que se examine extensamente cómo determina sus tarifas”, dijo Ramos. “Hoy empezamos a descubrir el trabajo de la LIPA y a esclarecer su proceso de toma de decisiones”.

En el pasado, el asambleísta Ramos ha luchado en contra de los aumentos de tarifa de la LIPA. El año pasado auspició legislación para cerrar la laguna jurídica usada por la LIPA para aumentar las tarifas por más de 2.5 por ciento durante un período de 12 meses. (A.3614).

Durante los últimos 10 años, las tarifas de la LIPA han aumentado por más de 34 por ciento. Esta legislación protegería a los consumidores y mejoraría el servicio asegurando que los consumidores de Long Island paguen las tarifas más económicas posibles de acuerdo con los estándares estipulados por el estado. Estas auditorías, que empezarían inmediatamente y se repetirían por lo menos cada cinco años, maximizarían la eficacia organizacional en un esfuerzo por restaurar la confianza del público en la LIPA.

En años recientes, la LIPA ha sido criticada por estar aplicando sobrecargos y colectas por cientos de millones de dólares en las facturas de electricidad. Los controles determinados por esta legislación serían realizados por el Departamento de Servicio Público y se enfocarían en costos operacionales anuales, eficiencia y obligaciones del servicio de deudas. Esta legislación también requeriría que el auditor auspicie vistas públicas para permitir que los consumidores presenten querellas sobre el servicio o las facturas de energía a la División de Protección del Consumidor del estado.

“Responsabilizar a la LIPA por sus acciones es un buen primer paso, el próximo será exigirle que provea el servicio de calidad que las familias de Suffolk se merecen a un precio razonable”, concluyó Ramos.

The Suffolk County anti-gang unit will be reshaped, with commanders being assigned to individual police precincts in an effort to improve accountability, Suffolk County Executive Steve Bellone said Tuesday.

In an afternoon news conference, Bellone and acting Police Commissioner Edward Webber announced the change that means the transfer of seven supervisors and 32 officers.

"If the gang units are in headquarters rather than the precincts there is no collaboration with officers in the streets," Bellone said.

One unit centrally located is not as effective as having each of Suffolk's seven police precincts assigned its own special unit, he said.

Decentralizing the unit gives commanders more flexibility, Webber said.

The new structure also means precinct commanders and lieutenant commanders would be more accountable for "showing results" in foiling gang-related crime, Webber said.

The move is a stark contrast from what was formed nearly three years ago when former Police Commissioner Richard Dormer announced the creation of what he called the Gang Suppression Team.

That unit was born after a series of vicious gang-related attacks in Suffolk County in 2009. The unit reorganized officers already assigned to combating gangs across precincts into a single team and included 20 officers, five sergeants and one lieutenant then assigned throughout all seven precincts.

The rationale then was that gangs did not care about precinct boundaries and that a single team would be better able to gather intelligence and work together as a cohesive group. In addition, the single unit would be better able to share resources. With John Valenti

Announce Plans to Tackle Gangs

Police Department’s Gang Unit Decentralized Putting More Cops in Local Precincts to Address Gang Related Activity

(January 24, 2012-Huntington, New York) Today, County Executive Bellone and Acting Police Commissioner Webber were joined by county legislators, Huntington town officials and community leaders to announce the decentralization of the Suffolk County Police Department’s Gang Unit.

The gang unit, formally called the Patrol Special Operations Team (PSOT), was created in 2009 and was responsible for focusing on gang ‘hot spots’ where gang violence was prevalent. However, after further review and analysis, County Executive Bellone and Acting Police Commissioner Webber have decided to redeploy PSOT personnel back to the precincts.

“It has been proven that the most effective gang prevention units have a considerable amount of interaction and familiarity with the communities they serve,” said County Executive Bellone. “By decentralizing this unit, the officers will now bring their intelligence to the precinct level, sharing their knowledge with fellow officers, fostering familiarity with the communities served and adding more flexibility to staffing and resources.”

“To address these problems of Gangs and Drugs, we will institute the concept of Intelligence Led Policing,” said Acting Commissioner Webber. “This includes the real-time accurate reporting of offenses, and getting this information to the Commanding Officers quickly so they can react with effective strategies to address their local crimes and problems. An integral part of this concept will be the relentless follow-up by Police Administrators.”

Decentralizing the gang unit involves the transfer of 32 police officers, 6 sergeants and one lieutenant back to precincts.

To underscore the recent decision made by Bellone and Webber, the U.S Justice Department, in a report issued September 13, 2011, cited the following issues and recommendations regarding Suffolk County’s centralized gang unit:

“Having a centralized gang unit can severely limit SCPD’s ability to develop relationships with the community or to create preventative interventions. The lack of a regular anti-gang presence in the community alienates adults when gang prevention activity is conducted and exposes children, who are the primary targets of gang recruitment efforts, to gang influences. We recommend that SCPD focus its anti-gang activities on the local level, using re-established local precinct anti-gang units and street crime sections. (September 13, 2011)

"Putting our gang units back into the precincts is going to benefit all communities plagued by gang violence," stated Legislator Kate Browning, Chair of the Legislature Public Safety Committee. "Centralizing gang officers was a reactive approach that left communities all across Suffolk County lacking the vital resources they needed. Reversing this policy is the right thing to do and will ensure that every neighborhood has the officers needed to combat gangs at all times."

“Putting the gang task force back into the 2nd precinct is something that I have repeatedly requested from the commissioner’s office. It will help focus undercover, anti-gang police efforts on Huntington Station”, said Legislator Lou D’Amaro. “This redeployment will also help police build a stronger relationship with residents and send a clear message to gangs that the County is very serious when it comes to eliminating them once and for all.”

“I applaud County Executive Bellone’s proactive approach to tackling the problems in Huntington as well as the entire 18th LD,” said County Legislator William Spencer. “I am excited to work with the dynamic team he has assembled to find creative solutions for the crime and gang issues that plague our neighborhoods. His refreshing spirit of cooperation serves our County and communities well. I have always said that working together we can do anything.”

“This action will make it more difficulty for gangs to thrive because the anti-gang police presence in a community will be on-going and not subject to shifting geographic priorities. I commend County Executive Bellone and Acting Police Commissioner Webber for implementing this change, which will augment our ongoing initiatives to reduce gang influence in Huntington Station and continue the community’s revitalization,” said Huntington Supervisor Frank P. Petrone.

La tarde del pasado domingo 22 de Enero se llevó a cabo una reunion en el edificio de la alcaldía de North Hempstead entre la Senadora Federal Kirsten Gillibrand y miembros del caucus hispano-afroamericano de Long Island. La reunión fue coordinada por el Asambleísta (D Sexto Distrito) Phil Ramos quien lideró el grupo de oficiales electos que expresaron a la Senadora Gillibrand las necesidades de sus respectivas comunidades.

Durante la reunion Gillibrand reafirmó su compromiso con los miembros de las minorías de Long Island de mantener un diálogo abierto con sus representantes, así como el de apoyar e impulsar los proyectos planteados por los oficiales electos.

EARLIER TODAY, A —count indictment was unsealed at the U.S. Courthouse in Central Islip, New York, charging five members of La Mara Salvatrucha street gang (the MS-13) with murder in aid of racketeering, assault with a dangerous weapon in aid of racketeering, armed robberies, firearms offenses, and related conspiracy charges.1 Two of the defendants, Jose Alvarenga, also known as “Fosforo,” and Hector Torres, also known as “Smiley,” are charged with the murder of 15-year-old Christopher Hamilton in 2009, and the murder of Rigoberto Gomez in 2010, both in Brentwood, New York. All five defendants are in custody. Alvarenga and Torres will be arraigned later today before United States District Judge Joseph F. Bianco, and the other three defendants will be arraigned later this week. When Torres was arrested, law enforcement authorities recovered a defaced 9mm semi-automatic handgun, 9mm ammunition, .22 caliber ammunition and 12 gauge shotgun shells.

The charges were announced by Loretta E. Lynch, United States Attorney for the Eastern District of New York; Janice K. Fedarcyk, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office; and Edward Webber, Acting Commissioner of the Suffolk County Police Department.

As detailed in the indictment and the government’s detention letter filed earlier today, on November 20, 2009, Alvarenga, the leader of the Brentwood Locos Salvatruchas (BLS) clique of MS-13, ordered several MS-13 gang members to attack suspected rival gang members at a house party on American Boulevard in Brentwood. After arming the MS-13 members with a .22 caliber rifle and a semi-automatic handgun from the BLS clique’s arsenal, Alvarenga led them the American Boulevard house. Minutes after arriving, at least three rifle shots were fired by gang members into a crowd of people outside the house—one of them striking Christopher Hamilton in the temple, killing him. Alvarenga is the fifth MS-13 member involved in the Hamilton murder to be charged federally, including the shooter who was a juvenile at the time of the murder and whose case remains under seal.

The indictment and detention letter also allege that in August 2010, members of the Sailors clique of the MS-13 suspected that MS-13 member Rigoberto Gomez was cooperating with local law enforcement. As a result, the Sailors put a “green light” on Gomez, authorizing other MS-13 members to kill Gomez on sight. In the early morning hours of August 31, 2010, defendant Hector Torres, then second in command of the BLS clique, together with a Sailors clique member, who has also been charged federally, spotted Gomez as they drove through Brentwood. They lured Gomez into the car, inviting him to smoke marijuana with them at the nearby Freeman Avenue Park. After exiting the car, Torres stepped behind Gomez and fired a bullet from a .357 caliber revolver into the back of Gomez’s head, and fired a second shot into Gomez’s head after the victim fell to the ground. Torres then handed the gun to the other MS-13 member, who fired a third shot into Gomez’s head.

The indictment also charges Alvarenga and Francisco Ponce, also known as “Spoiler,” with a non-fatal shooting that took place on July 24, 2008, in Timberline Park in Brentwood; Ponce, Freddy Fuentes-Gonzalez, also known as “Pitufo,” and Joyser Velasquez, also known as “Baby Boy,” with the February 15, 2009, conspiracy and armed robbery of the Pollo Campero restaurant in Lindenhurst, New York; Ponce and Velasquez with the December 19, 2009, conspiracy and armed robbery of the Wilson Express Corp., a check-cashing and money transfer business in Patchogue, New York; and Velasquez with a January 20, 2010, conspiracy to rob a McDonald’s restaurant in Smithtown, New York.

If convicted, each defendant faces a maximum sentence of life in prison. In addition, Alvarenga and Torres, who are charged with the Hamilton and Gomez murders, respectively, each face mandatory life in prison, or the death penalty.

“The MS-13 thrives on violence—violence directed at suspected rivals, as in the Hamilton murder and Timberline Park shooting, violence against its own members, as demonstrated in the Gomez murder, and violence directed at innocent, hard-working Long Islanders, as demonstrated in the armed robberies charged in this indictment,” stated United States Attorney Lynch. “Today we mark the latest product of the tenacious investigations conducted by the FBI’s Long Island Gang Task Force.” Ms. Lynch extended her grateful appreciation to the Suffolk County District Attorney’s Office for its assistance in this case.

FBI Assistant Director in Charge Fedarcyk stated, “The indictment illustrates two ongoing themes. MS-13 continues to use violence, including cold-blooded murder, to intimidate rivals and enforce discipline within its own ranks. Charges include the point-blank execution of an MS-13 member suspected of cooperating. And, the FBI and the Long Island Gang Task Force will continue to make cases and arrest MS-13 leaders and members.”

“Gangs are like a cancer on our communities, and unless we deal with them directly, effectively and immediately they will continue to grow,” said Suffolk County Police Department Acting Commissioner Webber. “We will steadfastly work with our local and federal law enforcement partners to put an end to their violent criminal acts.”

The government’s case is being prosecuted by Assistant United States Attorneys John J. Durham and Raymond A. Tierney.

The charges announced today are the latest in a series of indictments by the United States Attorney’s Office for the Eastern District of New York against members of the MS-13, a violent international street gang. Over the past decade, more than 150 MS-13 members, including the leaders of a number of the MS-13 cliques on Long Island, have been arrested and convicted on federal felony charges in this district, including federal racketeering and murder charges. These prosecutions are the result of investigations led by the FBI’s Long Island Gang Task Force, comprising agents and officers of the FBI, Suffolk County Police Department, Nassau County Police Department, Nassau County Sheriff’s Department, the United States Department of Homeland Security, Homeland Security Investigations, the Suffolk County Sheriff’s Department and the Suffolk County Probation Department.

Bellone logra aprobación de Comisión estatal; produce ahorro de $3 millones anuales

Comisión de Correcciones permite estructura temporal en Yaphank

Hauppauge, NY- El ejecutivo del condado de Suffolk, Steve Bellone, anunció el pasado jueves la aprobación de una medida por parte de la Comisión de Correcciones del estado que ahorrará al condado de Suffolk más de $3 millones de dólares anuales. Bellone cabildeó la aprobación de la medida con el gobernador Cuomo y con los comisionados de la entidad estatal quienes son nombrados por el mismo gobernador incluso antes de haber sido juramentado como ejecutivo.

“Agradezco la cooperación del gobernador Cuomo y su administración para la aprobación de esta importante medida la cual nos permite ahorrarle más de $3 millones a los residentes del condado de Suffolk. Cualquier medida que conlleve el ahorro de dinero es bienvenida especialmente en estos tiempos de crisis fiscal,” aseveró el ejecutivo Bellone.

La medida aprobada permite que el departamento del Sheriff del condado de Suffolk mantenga 128 camas para reclusos en la cárcel de Yaphank en una estructura temporal. En octubre del 2011, la comisión estatal denegó el permiso a la pasada administración del condado lo que significaba una erogación de aproximadamente $500,000 al mes.

El gasto se da ya que al no tener el permiso para mantener a los reclusos en la estructura temporal, el condado de Suffolk se ve forzado a enviar a los detenidos a las cárceles del condado de Nassau y Rikers Island en la ciudad de Nueva York. El costo de transporte así como la manutención de los recluidos producen un costo adicional de $500,000 mensuales.

Bellone hizo este asunto una prioridad desde su período de transición. Desde antes que asumiera, trabajó en un plan que satisficiera los requisitos de seguridad de la comisión y bienestar de los reclusos. La comisión se reunió el miércoles 17 de enero y dispuso enviar una delegación el siguiente día para que constataran el plan de Bellone y el Sheriff Vincent DeMarco. Las autoridades se mostraron satisfechas con las medidas tomadas por la nueva administración por lo que decidieron otorgarles la aprobación.

“Quiero agradecerle al ejecutivo del condado Steve Bellone por reconocer la naturaleza crítica de la decisión de la comisión estatal hecha en Octubre del 2011. Incluso antes que él tuviese oportunidad de acoplarse a su nueva oficina, Bellone ofreció su ayuda para revertir la decisión y trabajando juntos, pudimos efectivamente ahorrar a los residentes del condado millones de dólares,” comentó el Sheriff del condado de Suffolk, Vincent DeMarco.

Asambleísta Ramos y “el Gordo y Compañía” llevan alegría a más de 100 niños, hijos de trabajadores hispanos.

Recientemente el Asambleísta Phil Ramos (D-Central Islip), unió esfuerzos con el Show de “El Gordo y Compañía” que se transmite en radio La Fiesta 98.5 FM para regalar juguetes a más de 100 niños principalmente hijos de trabajadores hispanos, quienes asisten después de su horario normal de escuela a Shepherd’s Gate Academy.

Los miembros del programa radial "El Gordo y Compañía" realizaron una colecta de juguetes entre su audiencia radial de la Isla para distribuirlos entre los hijos de inmigrantes hispanos y otras etnias.

La directora del centro escolar Ana Torres agradeció el gesto de Ramos y del personal de “el Gordo y Compañía”, manifestando “quiero agradecer al Asambleísta Ramos, al programa “el Gordo y Compañía” y a todos los donantes por este generoso gesto”.

El Asambleísta Ramos manifestó que la actividad tiene como objetivo además de llevar alegría a los niños, mantener las tradiciones de la cultura hispana como es la celebración del Día de Reyes, invitando a los co-organizadores a realizar a unir esfuerzos y realizar el evento año tras año.

Por su parte Hugo “el Gordo” Cadelago, director del show, dijo que este era el primero de varios eventos similares que esperaban realizar manifestando su disposición para aceptar la invitación del Asambleísta Ramos a institucionalizar el evento.

Cadelago agradeció a los radioescuchas que hicieron posible la colecta de juguetes expresando que la sonrisa en el rostro de los niños motiva y gratifica el realizar cualquier esfuerzo necesario para llevar felicidad a los niños hijos de inmigrantes hispanos y otras etnias.

El Asambleísta Ramos aprovechó la entrega de juguetes a los estudiantes de Shepherd’s Gate Academy para reconocer la excelente labor que por más de 12 años ha brindado la institución educativa beneficiando a miles de hijos de inmigrantes hispanos durante todo este tiempo.

A New Day in Suffolk? Here’s Hoping

Suffolk County on Long Island got a new county executive this month, Steve Bellone. In his inaugural speech, he went down the list of things he intended to do, like fix the county’s budget woes, hold the line on taxes, make government more efficient, create jobs and affordable housing, and invest in “clean water infrastructure.”

So far, so mundane. It’s what he said in the rest of his speech that was interesting.

“For those who are willing to work hard and are looking for a better life,” Mr. Bellone said, “regardless of where you came from — we want you in Suffolk County.”

He told a story about his Irish immigrant grandparents and the tiny apartment in Washington Heights they once shared with his mother, aunts and uncles. He said he had gone back there recently with his mother, in her first visit to the old neighborhood in nearly 50 years, and they were welcomed by a Dominican family. “We are stronger together,” Mr. Bellone said in remembering that scene.

A good share of his speech was devoted to the importance of immigration, a tacit attempt to reverse Suffolk’s reputation as a place riven by anti-immigrant sentiments and violence. That reputation worsened in the two terms of Mr. Bellone’s predecessor, Steve Levy, who became nationally known for his harsh tone and hard line on illegal immigration. That belligerence won Mr. Levy high poll numbers. But it also left him unable to bring the community together when it had to confront the notorious murder of an Ecuadorean man in an attack by local teenagers.

Mr. Bellone’s most daunting job is fixing county finances. But many residents were surely relieved and grateful to hear him speak to immigration tensions immediately. Of course, Mr. Levy himself, in an inaugural speech in 2004, spoke of “an island that assures that people named Diaz, Chen, Patel and Ali can live in the same fine neighborhoods as citizens named Smith and Jones.” Only after he settled in did things go tragically off track.

Esta nación es una nación de inmigrantes. El corazón, alma, y las habilidades de los inmigrantes continúan haciendo de este país lo que ahora es, una potencia.

Desafortunadamente, la discriminación, el racismo, la parcialidad y los prejuicios siguen siendo una parte muy importante de nuestra sociedad y limitan nuestra interacción y entendimiento de las diferentes culturas.

Estos problemas de sentimiento anti-inmigrante que todavía aquejan a nuestra sociedad son el resultado directo de la falta de educación de las culturas de nuestro mundo.

De aquí que celebrar nuestra cultura, sirve como un vehículo para unir a las culturas del mundo y promover las relaciones interculturales a través de sus diversos programas y eventos.

Difundirla y promoverla, contribuye al dialogo multicultural y familiar, sensibilización del medio ambiente, contribuir o reforzar la educación de las presentes y nuevas generaciones, heredar nuestras raíces, crear modelos a seguir donde jóvenes vislumbres que el abandono de los estudios no es la alternativa y que también ellos pueden llegar a ser artistas y/o aportar al desarrollo socioeconómico, cultural y político local a favor de la colectividad hispana.

Generar fuentes de empleo o el sostenimiento de las ya existentes, reactivar la económica de la sociedad a través del incentivo del turismo local. Fomentar el diálogo intercultural entre naciones y la integración de connacionales con visión cualesquiera que sean sus raíces a contribuir a la educación cultural, artística y social al interior de sus comunidades en procura de su desarrollo y progreso.

A tomar conciencia social y optar por ser parte de la solución al involucrarse activamente, con el fin de unir fuerzas que nos permitan erradicar algunos muros que aquejan a la sociedad y donde nuestra niñez y juventud aportan las víctimas, así el individuo comunal que son presa de los que explotan la ignorancia para sus propios intereses.

A contribuir a proyectar la imagen del hispano/latino mas allá de representar una fuerza laboral que explotar. Si no la del individuo que posee también una cultura que quiere compartir y que como todo ser humano en el planeta merece ser tratado con dignidad, igualdad y equidad.

También los hispanos/latinos tenemos nuestro propio sueño. El derecho a un trabajo que nos permita generar el sustento digno de nuestras familias y satisfacer las necesidades básicas de todo ser humano, vivienda, techo, alimentación, salud y educación. El derecho a la educación universitaria que nos permita superarnos y contribuir al desarrollo de la misma sociedad. El derecho a caminar por las calles libres de temores de la deportación y desintegración familiar.

Trabajo, educación y libertad. Ese es nuestro sueño

Joven hispana que superó adversidad y aspira a premio científico

Samantha Garvey, la adolescente que está entre los semifinalistas del prestigioso concurso nacional de búsqueda de talentos de Intel, pese a vivir junto a sus padres en un refugio para desamparados, es hispana: su madre es la salvadoreña Olga Coreas.

"El sueño de toda su vida es ser Bióloga Marina. Desde que tenía 5 años le decía a su padre que quería una piscina en el patio para tener de mascota un delfín o un tiburón", dijo Olga Garvey-Coreas, la madre de Samantha, entrevistada por AOL Latino.

La inspiradora historia de Samantha Garvey de 17 años acaparó la atención nacional tras revelarse las tribulaciones familiares y cómo ante ese escenario adverso, es una de las estudiantes con las más altas calificaciones y entre las más talentosas en Ciencias de la escuela secundaria de Brentwood, Long Island.

Este viernes la respuesta Steve Bellone, el ejecutivo del condado neoyorquino de Suffolk a través del Departamento de Servicios Sociales anunció que localizó una casa de tres habitaciones en el área de Bay Shore para la famila Garvey: los padres Leo y Olga, los gemelos de 13 años Kenny y Erika, y Samantha.

"Ustedes nos han inspirado", dijo Bellone, llamando a la historia de "una inspiración para millones de familias en nuestro país".

Bellone dijo que desde el momento en que se enteraron acerca de las circunstancias de la familia Garvey se sabía "que había que reaccionar y hacer algo".

Samantha y su familia había superado "la adversidad increíble" destacó Bellone y agregó que ha ofrecido Samantha una pasantía en el condado de Suffolk para trabajar en cuestiones marinas y la pesca.

La casa no está en el barrio de Brentwood de la escuela, pero a los tres niños Garvey se le permitirá seguir asistiendo a las escuelas en el sistema de Brentwood.

Bellone firma primera legislación; creará 800 puestos de trabajos

Hauppauge, NY - El ejecutivo del condado de Suffolk, Steve Bellone, firmó su primera legislación la cual permite la creación de más de 800 puestos de trabajo en Canon USA, Inc. mediante la reducción de las tasas de conexión al distrito sudoeste de alcantarillado del condado. La nueva ley local modifica el acuerdo de conexión entre Canon y el Distrito Sudoeste. La cuota era $ 30.00 por galón la cual será reducida a $ 15.00 por galón la cual era la cuota del distrito cuando Canon adquirió la propiedad en Melville.

"Estoy orgulloso de que el primer proyecto de ley que firmo sea para crear puestos de trabajos bien remunerados en el Condado de Suffolk", dijo el ejecutivo del condado de Suffolk, Steve Bellone. "Trabajando en conjunto con la Legislatura, nos aseguraremos que Suffolk sea competitivo una vez más y pueda atraer nuevos empleos con mejor remuneración. The hugs by Hispanic lawmakers were encouraging, but Luis Montes really knew things were going well for his new boss when a Bronx Assembly member, José Rivera, knelt and kissed the hand of Suffolk County Executive Steve Bellone.

"It's a very telling story of how welcome Steve Bellone is in Albany," said Montes, a new assistant deputy county executive. "I was expecting a very warm welcome, but that went beyond my expectations."

The labyrinthine halls of Albany are familiar terrain to Montes, who before his new job was chief of staff to Assemb. Phil Ramos (D-Brentwood). Last Wednesday, the day of Gov. Andrew M. Cuomo's State of the State speech, Montes guided Bellone around the capital, and the welcome couldn't have been warmer.

One reason for that is legislators' bitter memory of Bellone's predecessor, Steve Levy. In 2007, members of the Black, Puerto Rican, Hispanic and Asian Legislative Caucus balked in the Assembly at passing legislation to let Suffolk continue collecting an extra 1 percent in sales tax, worth $300 million a year. They were furious over Levy's hard-line attitudes on immigration. Levy blamed Ramos for masterminding the revolt, which was absurd, because Ramos was relatively junior in the Assembly. Ultimately, the sales-tax bill passed, but the lawmakers had made their point. Montes was an eyewitness to that struggle.

Now, in a delicious bit of irony, the former chief of staff to the man Levy considered a nemesis is now the county's primary contact with Albany and with the Hispanic community. Montes, 31, is well equipped for both roles. He's worked for Ramos in Albany and in the district -- home to the largest concentration of Spanish speakers in Suffolk -- since just before his 23rd birthday. So he knows both the capital and Brentwood, Central Islip and Bay Shore intimately.

The appointment of Montes underlines two things about Bellone: his do-more-with-less mantra (Montes is doing more than one job) and Bellone's welcoming attitude toward immigrants. In his inaugural speech, Bellone told of a recent visit to the Washington Heights apartment where his mother and her siblings grew up. The Dominican family now living there welcomed him and his mother in.

"The same desire for freedom and opportunity which brought my grandparents to this nation from Italy and Ireland, continues to brings immigrants from all over the world," he said. "I will serve for a limited time as county executive, but I will always be the grandson of immigrants."

Montes knows the immigrant story, too. Born in Green Bay -- "I'm a Cheesehead," he proclaims -- as a toddler, he went back to El Salvador with his family and lived there through the vicious war years. "I remember the bombs, the noise, everything," he said. "I used to be very nervous. I would throw up every time I would hear noises."

He came back to Wisconsin at age 18, just after high school. In college, he studied in Chinaand hoped someday to be an investment banker. Then his father became the Salvadoran general consul on Long Island, based in Brentwood. So Montes came to the Island, immediately met Ramos, volunteered for him, and soon became his chief of staff. His background and breadth of experience made him a natural pick to fill two roles for Bellone.

In the next few months, Montes will travel to Albany every other week or so, to push the county's fiscal and other agendas. But he'll also be working with the community of Salvadorans, Colombians, Puerto Ricans and others he knows so well. Bellone chose well in hiring him and giving him two crucial portfolios. For our growing Hispanic population, the presence of Montes in the county executive's office is a welcome sign of hope.

2012: Nuevo año, nuevos roles

Brentwood, NY- El nuevo año ha traído una serie de cambios en las oficinas del Asambleísta Phil Ramos en el condado de Suffolk. La semana pasada, Ramos anunció la contratación de la concejal de la Villa de Freeport, Carmen J. Piñeyro, como su nueva jefe de staff así como el nombramiento de Luis Montes Brito como su asesor especial.

Los nombramientos se dan luego que el recién juramentado ejecutivo del condado de Suffolk, Steve Bellone, nombró a Luis Montes como su Subdirector adjunto para relaciones estatales y asuntos minoritarios en su administración. Montes fungía como jefe de staff en la oficina del Asambleísta Phil Ramos.

“Mi apuesta por crecer el poder hispano a nivel regional está dando resultados concretos. Nunca antes la comunidad hispana había contado con un nombramiento de tan alto rango en una administración en los condados de Suffolk o Nassau,” puntualizó Ramos. “A pesar de perder a Luis después de 8 años, me enorgullece su nombramiento porque es una señal que nuestro trabajo está siendo reconocido. Seguiremos trabajando juntos de donde quiera que sea.”

Piñeyro, de origen dominicano, llega a la oficina de Ramos con una vasta experiencia en administración pública tanto en las escuelas como en la villa. La residente de Freeport fue la primera hispana electa a la junta escolar del distrito de Freeport donde luego de poco tiempo fue electa presidenta de la junta. Luego corrió para concejal en la villa donde también fue hasta hace unos pocos meses la primera hispana vice-alcaldesa de Freeport. Piñeyro estará a cargo de las operaciones diarias de la oficina y supervisará la implementación del plan de restauración de los distritos comerciales de Brentwood y Central Islip.

Por su parte, Montes Brito, quien fungió como Cónsul General de El Salvador a principios de la década pasada, estará trabajando en relaciones comunitarias y de prensa en la oficina de Ramos. El diplomático salvadoreño también con vasta experiencia en administración pública como en el campo privado y quien hasta hace unos días trabajó con el Senado estatal de Nueva York será el enlace de la oficina de Ramos con las diferentes organizaciones comunitarias.

“La transición ha servido para consolidar y solidificar la comunidad hispana en ambos condados. Seguiremos trabajando por mejorar la calidad de vida de todos los residentes del 6º distrito de asamblea sin olvidar nuestra responsabilidad moral con la comunidad minoritaria en Long Island que cada día enfrentas crecientes demandas,” añadió Ramos.

Bellone to name more Babylon appointees

Suffolk County Executive Steve Bellone will name District Court Judge Dennis Cohen, a former Babylon town attorney, as his chief legal adviser when he takes office Sunday, along with two other Babylon aides, a transition team spokesman said Tuesday.

Cohen, 42, a West Babylon resident, will leave the bench after three years to become the county attorney. He had previously worked as Bellone's town attorney for four years. In addition, Babylon Town Attorney Paul Margiotta, 49, a Republican from Bay Shore, will become Cohen's deputy county attorney and be responsible for negotiating labor contracts. That means Margiotta takes over duties now done by the $110,000-a-year county director of labor relations.

"Every member of my team understands they will be a utility player" Bellone said. "Doing more with less means will we can't afford one-dimensional hires."

But Legis. Ricardo Montano (D-Brentwood) criticized what he sees as an overload of Babylon appointees. "It is in my opinion this is not regionally diverse," Montano said. "To me, it's not a good start. This is a big county and with [former Babylon Supervisor Richard] Schaffer becoming town supervisor, it looks like the entire county is being run from Babylon Town Hall."

Jon Schneider, transition team spokesman, said the administration will be "very balanced geographically" when fully assembled. "These are some people who helped make Steve very successful in Babylon and whom he has complete faith in," he said.

With only days to go before taking over, Bellone still hasn't named his top fiscal deputy. Party sources say that the new administration tried to recruit Tom Stokes, a member of the Nassau Interim Finance Authority and former Nassau County Executive Thomas Suozzi's top fiscal deputy, but Stokes turned down the offer. Schneider declined to comment on Stokes but they are "very close" to a final selection and hope to make a pick by week's end.

Bellone will also name Samuel Chu, 35, of West Babylon, who now heads the town's Green Homes program and is involved with the Wyandanch Rising Project, as county labor commissioner.
Before joining the town, he was a member of Local 3 of the International Brotherhood of Electrical Workers.

In addition, Bellone will name Luis Montes, 31, of Bay Shore, an aide to Assemb. Philip Ramos (D-Central Islip) since 2003, as an assistant deputy county executive where he will lobby the state and do outreach to the Hispanic community.

Bellone will file resolutions to appoint the aides at the county legislature's Jan. 3 organization meeting and his nominees will appear at committee before the full legislature votes, which could come at the Feb. 7 meeting. WASHINGTON— La Secretaria del Departamento de Seguridad Nacional, Janet Napolitano, ha extendido el Estatus de Protección Temporal (TPS, por sus siglas en inglés) de los ciudadanos de Honduras por un período adicional de 18 meses, comenzando el 6 de enero de 2012 y terminando el 5 de julio de 2013.

Los beneficiarios hondureños que deseen extender su estatus de TPS deben reinscribirse durante el período de 60 días de reinscripción que se extiende desde el 4 de noviembre de 2011 al 5 de enero de 2012. El Servicio de Ciudadanía e Inmigración de Estados Unidos USCIS, por sus siglas en inglés) exhorta a los beneficiarios a reinscribirse tan pronto sea posible luego de que abra el período de reinscripción de 60 días. Las solicitudes no serán aceptadas antes del 4 de noviembre de 2011.

La extensión de 18 meses permitirá también a las personas reinscribiéndose en el TPS solicitar nuevos Documentos de Autorización de Empleo (EAD, por sus siglas en inglés). Los beneficiarios hondureños elegibles que se re reinscriban a tiempo recibirán nuevos EAD con fecha de vencimiento del 5 de julio de 2013. USCIS reconoce que es posible que no todas las personas que se reinscriban recibirán sus nuevos documentos de autorización de empleo sino hasta después de que sus EADs actuales hayan expirado. Por lo tanto, USCIS está extendiendo la fecha de vencimiento de los EAD del TPS de Honduras que vencían el 6 de enero del 2012 por seis meses adicionales, hasta el 5 de julio de 2012.

Para reinscribirse, los beneficiarios actuales de TPS deben presentar una Solicitud de Estatus de Protección Temporal, Formulario I-821. También deben presentar una Solicitud de Autorización de Empleo, Formulario I-765, sin importar si están solicitando un EAD. Los solicitantes a reinscripción no necesitan pagar la tarifa de presentación del formulario I-821, pero sí deben pagar la tarifa por servicios biométricos si tienen 14 años o mas. Los solicitantes a reinscripción que están solicitando un EAD deben presentar la tarifa de presentación del Formulario I-765 o una petición de exención de tarifas.

Los solicitantes al TPS pueden pedir que USCIS les exonere de alguna o todas las tarifas, presentando una Solicitud de Exención de Tarifas, Formulario I-912, o presentando una carta personal. Fallar en presentar las tarifas de radicación requeridas o un documento apropiado solicitando la exención de tarifas resultará en el rechazo de la solicitud de TPS.

I walked toward Zuccotti Park by way of Greenwich Street, passing the famous St. Paul churchyard, the one unscathed by the terrorist attack.

Right at the corner of Church and Liberty, a police crane was positioned. On top of it, a cubicle with tinted windows, constantly monitoring, filming and taking pictures.

It was October 4, and the police presence was everywhere, except inside the park. The infamous NYPD white shirts and the metal barricades stood out, but they didn’t stop the occupiers from undertaking their daily marches and actions.

It was inspiring to see the resolve of the occupiers, young people not intimidated by the police, or anything, really.

Just a few days earlier, about 700 protesters were arrested as they were marching across the Brooklyn Bridge. The result: Even more people came and joined the protest after that.

I first walked around the park, just observing and absorbing everything. I saw and read signs, lots of signs.

People were just sitting or standing around the park’s perimeter, holding the signs, talking to each other, engaging people in conversations about why they were there.

As I was wrapping up my second time going around the park, I heard someone shouting “mic check, mic check” and then saw people gathering around the person who had shouted.

What happened next is what happens each time someone wants to address the people. Cornell West, Michael Moore, and the rest, all have to rely on this method.

Since there are no mics, bullhorns, or sound system permitted in the park, the “mic check” is elicited. When attention is given, the speaker begins to talk in short sentences. The crowd then repeats everything the speaker had said, thus amplifying the sound, making it easy for other people to hear what’s being said or discussed.

Very ingenious, I thought. Another example of how the occupiers were dealing with any shortcomings or obstacles thrown their way.

Inside one of the park’s corner, where Liberty and Broadway meet, I noticed lots of books, and then I read the sign, “The People’s Library,” where people were reading and talking. I later met Erick, one of the movement’s librarians.

I had been at the park for close to five hours, and had already spoken to lots of people. Some were the original occupiers, others just supporters, and yet others just plain people, seeing how they could help and get involved.

I recalled Bryan, a young man in his early twenties. He had been there since the beginning. I was impressed by his commitment and world knowledge. He was my first contact and provided me with the answers to my questions.

I was well aware of the relentless media efforts to get the occupiers to state their demands, purpose, goals, message, and the like.

After conversing with Bryan it became perfectly clear to me. He told me what I have and everyone else involved in this movement been repeating since, “We are the 99,” meaning I am part of the 99 percent that have less than the top 1 percent.

Suffolk County Executive-elect Steve Bellone on Thursday will name Babylon Town Board member Antonio Martinez and attorney Regina Calcaterra to lead his transition effort, party sources said Wednesday.

Bellone has scheduled an 11:30 a.m. news conference in the lobby of the H. Lee Dennison Building in Hauppauge to announce the transition's co-directors. He also is expected to detail plans for a community forum on the economy in Melville on Monday, and another on diversity issues on Tuesday in Brentwood -- part of an effort to determine public opinion on a variety of issues.

The transition leaders will help vet potential appointees. The transition will set up a website -- suffolkcountyworksforyou.com -- to take resumes and gather policy ideas.

Calcaterra, 45, who was raised in Centereach, is managing partner of the Manhattan law firm Barrack, Rodos and Bacine, where she has worked for public pension funds in cases involving corporate fraud, including a successful effort to recoup $6 billion from WorldCom for the state retirement fund. Last year, she sought to run against state Sen. Kenneth LaValle(R-Port Jefferson), but a court knocked off her the ballot because she had not lived in the district for the required five years.

Martinez, 42, of Wheatley Heights, was born in El Salvador and has been a town board member since 2008. Before his election, he was an organizer for the Empire State Regional Council of Carpenters.

As Babylon Town Supervisor Steve Bellone began readying himself for his new job as SuffolkCounty executive, speculation mounted Wednesday about who would fill his town shoes.

One of the most surprising names being tossed around is the man credited with helping Bellone get elected to the county post: former Babylon Supervisor and current Suffolk Democratic Chairman Richard Schaffer.

Schaffer said several people have approached him about throwing his name into the hat, but that he was still "mulling it over." In 2000, Schaffer briefly expressed interest in Rick Lazio's congressional seat, a move many speculated was intended to buy time and avoid a primary run-off between David Bishop and Steve Israel.

Several others have expressed interest in the supervisor slot. Among the leading contenders appears to be Legis. WayneHorsley (D-Babylon).

Horsley, a former town board member, said no one has spoken to him in an official capacity about the position, but that he gets asked about it "10 or 15 times a day." "If they're interested in me, I'm interested in them," he said.

Legis. DuWayne Gregory (D-Amityville) said he too was interested in being supervisor, but was deferring to Horsley. "Wayne's a friend and I support him," he said.

Bob Stricoff, head of the Babylon Democrats, said another top contender is Babylon Town board member Tony Martinez. Martinez, a Bellone appointee to the board in July 2008 who won election in November 2008, said he was happy in his current role but open to change.

According to town law, the town board must appoint a new supervisor, but can only do so once the spot is vacant, which will likely be Jan. 1, unless Bellone decides to vacate early. A majority of the four board votes is required for the appointment. If a majority is achieved, the appointment lasts until the next Election Day. If the board deadlocks, the governor can step in and require a special election, and the Deputy Supervisor would serve as acting supervisor.

The last time the town board appointed a supervisor was in September 1992 when supervisor Arthur Pitts resigned to take a judgeship and deputy supervisor Thomas Melito was appointed acting supervisor. Schaffer, then a Suffolk legislator, was elected supervisor less than two months later.

Suffolk County Executive Steve Levy (Sept. 14, 2011)

Steve Levy is not on today's ballot. That evokes mixed emotions, from relief -- a long sigh and a feeling that it's time for the years of constant combat to end -- to sadness.

In 2007, Levy was not only on the ballot, but on five party lines, including both the Democrats and the Republicans. So he won re-election as Suffolk County executive with 96.09 percent of the vote. The joke was that he was anxious to learn the identity of the wayward 4 percent.

But it wasn't just a joke. Levy loved his soaring approval ratings, the product of his image as the skinflint-in-chief, ever vigilant over the public purse, and the valiant leader, ready to fight fearlessly against the scourge of higher taxation.

The operative word is fight.

Levy felt that his scrappy style was necessary, and that voters appreciated it. But that eagerness for combat -- the Police Benevolent Association was a favorite target, but the enemies list is long -- exhausted nearly everyone around him: his adversaries across the street in the legislature, his staff, and his former staff.

Now, he's off the ballot and on his way out the door. That is the culmination of a breathtaking cascade of events. Last year, he switched from Democrat to Republican, to run for governor, but didn't win the nomination. This year, with his fundraising practices under investigation, he reached an agreement with Suffolk District Attorney Thomas Spota not only not to run for re-election, but also to give to Spota his $4-million-plus campaign fund -- to give back to contributors.

Now, at 52, after more than a quarter-century in public office in Hauppauge and Albany, he'll be out of a job. From now until Jan. 1, attention will shift from him to his successor. And Levy, a lawyer with zero zest for practicing law, will find it tough to get another public sector job from either major party.

Leaving the Democratic Party burned a big bridge there. Faced with the rumors of Levy's plan to switch parties, the county chairman, Rich Schaffer, recalls saying to him: "Make sure you're the guy who tells me you're doing it. I don't want to hear it from a reporter." But Schaffer did find out about the switch from a reporter, Newsday's Rick Brand -- in the middle of the night.

As for Republicans, many had disliked Levy so much as a Democrat that it was tough to break the habit. The county chairman, John Jay LaValle, backed him. But then LaValle decided he had to turn over to Spota $100,000 in campaign funds that Levy had given the GOP. In announcing it, LaValle said that " . . . it was unfair of Mr. Levy to give such a contribution, knowing it would necessarily taint the party."

So what does Levy do now? One option he has discussed is a think tank. But he has created so many bipartisan animosities that he might generate more revenue by becoming the main attraction at a dunk tank.

His former political leader believes Levy's addiction to political combat has seriously damaged his prospects. "I don't see him having a bright future; I don't," Schaffer said. "And I do feel bad, because he's good on a bunch of different levels. But this personality defect is what has been his downfall."

The other great stain on Levy's tenure was his over-the-top immigration rhetoric. He said it was directed only at illegal immigrants, but its impact went beyond them. His language and his legislative efforts did zilch to address a complex problem of national scope, but his ill-considered words added heat to an inflamed situation.

Still, the mix of emotions, beyond schadenfreude, does include sadness. Levy flew high in politics, overreached and fell painfully. Now he has to find a future in the only arena he really knows, but he's a man without a party. It is, by any reasonable definition of the word, sad.

Last week's Suffolk County executive debate at Central Islip High School was billed as historic. And it was.

The debate between Angie Carpenter, the county treasurer, and Steve Bellone, theBabylon town supervisor, was the first in the heart of a mostly minority community between candidates seeking the county's top elected post.

"It's hard to believe it's never happened before," said Assemb. Philip Ramos(D-Brentwood), Long Island's sole Latino representative in the State Assembly, as he stood in the lobby with residents who would go on to fill almost two-thirds of the 1,000-seat capacity auditorium.

The debate was longer than the season's other debates. And it looked different, with Carpenter and Bellone sharing the stage with debate moderators and 13 questioners, most of them local residents.

The debate went well beyond the usual political discussion of Suffolk's tight budget and high property taxes to issues -- including gangs, immigrant farmworker visas and building local businesses -- that resonate among many minorities and immigrants, the fastest growing populations on Long Island.

"Some of the issues we talked about have never been talked about publicly before," Mohammad Irfan, a Pakistani-American, said after the debate.

"As a Muslim, it was important to hear what the candidates had to say about anti-Muslim acts," Irfan said. "As an American, I want to see how well they pick up so many apples and carry them around in one basket."

Bellone and Carpenter, in separate interviews, said they jumped at the chance to debate at the high school.

"I was glad to see so many young people out there," Carpenter said. "That was important to me."

"It was an amazing turnout," Bellone said. "I hope we've started something here."

Lawrence Levy, executive dean of the Center for Suburban Studies at Hofstra University, said Carpenter and Bellone showed character and foresight by debating in the community.

"Character because they went into a community where issues, like public safety, have piled up," Levy said. "Foresight because both candidates recognize that the residents they govern increasingly are immigrants and people of color."

"This is the new reality," said Michael Dawidziak, a political consultant who handles mostlyRepublican candidates. "And this debate could become historic with a capital H -- if, down the line, the community becomes an essential stop for debates in future campaigns."

The debate also successfully pulled together a collection of residents and organizations that, separately, have different goals. Among the groups: Service Employees International Union1199, Haitian Americans United for Change, the Long Island Farm Bureau, Long Island Gay and Lesbian Youth, the Long Island Hispanic Chamber of Commerce, NAACP, the Long Island Immigrant Alliance and the Pakistani American Association.

"Hopefully, the debate signals the beginning of something better for Long Island," said William Cunningham, who, during a wildly unsuccessful primary run against then-Assemb.Steve Levy in 2003, was jeered and taunted with obscenities when he suggested opening a hiring hall as a way to help ease tensions between residents and Latino day laborers.

"Things are better now than they were then," Cunningham said, "but with so many different people coming from so many different places, we've still got a ways to go."

Silvana Diaz is publisher of the Long Island Spanish-language newspaper Noticia, which is co-hosting a county executive debate at 7 tonight at Central Islip High School with the Long Island Civic Engagement Table and Long Island Wins.

This evening at 7 there will be a groundbreaking political dialogue on Long Island: The candidates for Suffolk County executive will meet to talk about how to strengthen our diverse communities, fielding questions from residents representing a wide range of community groups.

Long Island is famous for many things: its beaches, its pizza and its family-friendly lifestyle. It's also famous for less savory reasons, like the historic segregation that still factors prominently into most of our lives: black neighborhoods, white neighborhoods, Latino neighborhoods, and the inequalities and tensions that come with them. The 2008 killing of Marcelo Lucero, an Ecuadorean immigrant, brought these tensions into stark relief.

For far too long, politicians have ignored the range of diverse voices on Long Island, but it's time for that to change. According to 2010 census data, about one of every four Suffolk County residents is Latino or African-American. It's time for communities of color to make our voices heard, and this debate represents an opportunity to do that.

The debate is being organized by the Long Island Civic Engagement Table, a new nonpartisan initiative to promote civic participation; Long Island Wins, an organization focused on immigration issues; and Noticia, the Spanish-language weekly newspaper I own and publish. In many ways, my family's story and that of Noticia are directly related to the growing diversity on Long Island.

When my family immigrated legally to the United States from Peru in 1989, my parents struggled to find their professional niche. Like many other immigrants, they faced language barriers and did not fully understand Long Island's complex system of local government.

Despite the challenges of acclimating to a new country, they held fast to their goal of achieving the American dream. Back home in Peru, they had worked in the media, and they saw a need for more Spanish-language news on Long Island. So they launched Noticia in 1991 from their one-bedroom apartment in Hempstead. In 2009, my sister and I took control of the paper, which had become a vital voice for my community on Long Island.

I had worked in local government and with not-for-profit organizations, so I'd witnessed the struggles of communities of color and the lesser resources being allocated to those communities. I knew that Noticia alone wouldn't be able to change the world, but it could help push for social justice here at home.

This evening's debate is the clearest expression of that mission thus far. At bottom, democracy is about citizens electing their representatives and holding them accountable for defending the interests of their communities. For too long in Suffolk's communities of color, there has been a vicious cycle of disengagement and low accountability: Voters remain detached because representatives neglect their needs, and representatives continue neglecting their needs because voters are inactive. The clearest evidence of this disengagement is that voter turnout among African-Americans and Latinos in Suffolk consistently pales in comparison to that of their white counterparts.

This debate represents a first step toward breaking the cycle. By putting the candidates for county executive face to face with members of Suffolk's diverse communities -- including representatives of groups like the NAACP, the Long Island Immigrant Alliance and the Long Island Hispanic Chamber of Commerce -- we will demonstrate the power of the democratic ideals of participation and truly representative government. It's time to begin a new chapter in the political life of our communities.

Long Island Sees Upswing in Immigrants

Long Island's immigrant population has more than doubled in the past three decades, with nearly one in five Long Islanders now born abroad, according to a new report released on Thursday.

About a third of all immigrants on Long Island are now Hispanic, making it the biggest group of foreign-born Long Islanders, according to a report by the left-leaning Fiscal Policy Institute based on U.S. Census Bureau data. But an influx of Asians has also helped change the demographics of Nassau and Suffolk counties, two of the nation's wealthiest suburbs.

The report highlights how immigration trends in the New York City suburbs have been shifting for decades. Generations ago, immigrants came to areas such as Manhattan's Lower East Side to begin new lives before leaving for Long Island.

"Nowadays they are moving directly to the suburbs," said Lawrence Levy, executive dean at Hofstra University's National Center for Suburban Studies.

Today, Pakistanis are flocking to the town of Brookhaven; Koreans are coming to Oyster Bay and Glen Cove; and Ecuadorians are settling in Hempstead.

Hispanics from Central America have emerged as the biggest groups of new immigrants on Long Island. El Salvadorans were the largest immigrant group, increasing their ranks by 27% to nearly 56,000 between 2000 and 2009.

El Salvador's civil war in the 1980s and early 1990s, followed by social upheaval there, fueled the wave of emigration, said Patrick Young, an attorney with the Central American Refugee Center.

Now "there is almost no village on Long Island that doesn't have a small population of Salvadorans," Mr. Young said.

The Village of Hempstead remains an epicenter for many Central Americans. In the downtown area, the streetscape is lined with Salvadoran restaurants and bakeries, travel agencies specializing in flights to Central America and check-cashing vendors where immigrants can send remittances to their families back home.

Delmis Avella, who owns a clothing store downtown, came to Hempstead in 1993 from El Salvador. Her mother and sister arrived in Long Island with political asylum during the early 1980s. "I wanted to change my life," said Ms. Avella, 36 years old.

Ms. Avella says she has no intention of ever returning to El Salvador due to its gang problems. "It's too dangerous," said Ms. Avella, a mother of three.

Leslie Esperanza Rivera, 32, moved to Hempstead from Honduras a year ago to join her husband. She works in a clothing store in downtown Hempstead and sends money home to put her three children, who are still in Honduras, through school. Her husband works in a nearby pizzeria.

"It's better to come here and save money," said Ms. Rivera, who plans to stay in the U.S. for about another two years before returning to Honduras. "That's where my family is."

Jobs and family connections are the main reasons why immigrants have chosen Long Island for their home, Mr. Levy said, though the rate of immigration has slowed since the economic downturn began.

The report presents a complicated portrait of where immigrants work and how they contribute to the economy, said David Dyssegaard Kallick of the Fiscal Policy Institute.

Indians, who grew by 26% since 2000 on Long Island, and Filipinos, who surged 45%, primarily work in white-collar jobs such as engineering and teaching. Groups from Latin America—heavily represented by countries in Central America—are more likely to work in low-skilled jobs. Meanwhile, foreign-born Long Islanders own nearly a quarter of all small businesses in Nassau and Suffolk.

"There is no typical immigrant," Mr. Kallick said. "What you see is that the composite of immigration turns out to be a very robust picture of immigrant contribution with a lot of range."

While many immigrants come to Long Island for higher wages, they earn about a quarter less than U.S.-born workers. Immigrant families, however, earn only 11% less than U.S.-born families, mostly because foreign-born households tend to have more than two wage earners, the report said.

"I think the report debunks the popular stereotypes of Long Island immigrants," said Pearl Kamer, chief economist of the Long Island Association. Much of the political discussion around immigration on Long Island focuses on illegal immigration and ignores contributions made by foreign-born residents, she added.

Others criticized the report. "It doesn't...determine the costs of services that immigrants use in the economy," said Seth Forman, of the Long Island Regional Planning Council.

The report also doesn't distinguish between new immigrants and those who arrived in the country decades ago, Mr. Forman said. "I think that most people are concerned about present day immigration," he added.

Immigrants in Nassau and Suffolk counties generated 17 percent of the total earnings of Long Islanders, roughly equal to their share of the population, a study of 2009 census figures released Thursday found.

The report by the liberal Fiscal Policy Institute in Manhattan also found most immigrant families live in owner-occupied homes and reported paying a median $8,499 in property taxes. Most are U.S. citizens. More than half were white-collar workers; nearly half of the immigrant households earned $80,000 a year or more; and 22 percent of small businesses were owned by people not born in the United States.

The group analyzed 2009 census and other demographic data to reach its conclusions that many immigrants are living the middle-class lifestyle as they bolster the Long Islandeconomy.

"Immigrants are pulling their weight in the economy," said David Dyssegaard Kallick, the institute's immigration research director. "When people think about immigrants they may not think as much about the executives and the doctors and the nurses or small-business owners."

They are a diverse bunch from places such as El Salvador, India and Italy, and numbered 493,000 in 2009, the study found.

The economic data, however, has to be weighed against the costs of a growing population and more demand for social services, said Steven Camarota, research director at the Washington-based Center for Immigration Studies, which favors immigration limits.

Camarota points to data showing that 47 percent of immigrant households in New York State access social services, such as food assistance and Medicaid, compared with 27 percent for non-immigrants.

Seth Forman, chief planner for the Long Island Regional Planning Council, said the figures are accurate but paint an incomplete picture. The study doesn't reflect immigrant impacts on "infrastructure, schools, parks, environment, health and emergency services."

Susan and Ivan López of Lopez Brothers Landscaping in Farmingville weren't surprised by the findings. The Colombian immigrants started their business six years ago and employ 15.

"We came to this country seeking progress and wanting to live better than we could in our country," said Susan López, 30, who became a U.S. citizen years ago. "It's gratifying to see that all those weekends, Christmases and holidays we have worked are making a difference."

Maryann Slutsky, of Long Island Wins, an immigrant advocacy group in Old Westbury, said the report helps dispel a "false reality" about immigrants. "They come here from Europe, Asia, Africa and Latin America and they come here to work hard."
