Hempstead Village to celebrate Latino art

Local Hispanic artists will help transform Hempstead Village Hall into an art gallery for the month of June.
The art that will be on display is from Hispanic artists in the community and the Ikarus Gallery, an online community of Latino artists that showcases the work of Hispanic artists throughout North, South and Central America.
The “Our Cultural Connections” series will begin Saturday with an exhibit titled “Multicultural Color: Heritage, Diversity, and Integration” at Village Hall from noon to 4 p.m. A reception will feature poet Santiago Miranda and Salvadoran pianist Juan Guerra.
“The unique blend of people represented in Hempstead provides great local diversity in our community that is so often reflected in the arts,” Mayor Wayne J. Hall Sr. said in a statement. “This series is a wonderful opportunity to provide exposure to our local diverse artists and to give our residents who do not frequent museums often the opportunity to access art that they may not otherwise see.”
The first exhibit will run through the end of June. The series of exhibits will continue through the year.

Those of Mexican, Puerto Rican and Cuban origin make up the largest share of Hispanics in the United States -- three-quarters -- according to national 2010 census data released Thursday.
Data released earlier this year showed the Hispanic population constitutes 16.3 percent of the nation's 308.7 million people -- 50.5 million -- growing 43 percent since 2000. Merarys Rios-Vargas, a Census Bureau statistician, said Hispanics include people born in other countries and in the United States.
Locally, Hispanics constitute 15.6 percent of Long Island's 2.83 million people, at more than 441,500 people.
"The overwhelming majority of Hispanics, whether Puerto Rican, Dominican, Mexican, Central American and others, are seeking good schools for their children, safe streets for their families and good jobs for economic prosperity," said Mel Guadalupe, Suffolk County's director of Minority Affairs.
Census Bureau officials yesterday detailed various Hispanic groups, and where they are found across the country.
Residents of Mexican origin were, by far, the largest Hispanic group -- 63 percent of the U.S. Hispanic population, up from 58 percent in 2000: growing from 20.6 million in 2000 to 31.8 million in 2010. They were most numerous in California, Texas, Arizona, Illinois and Colorado.
Locally, residents of Mexican origin are still a small segment of Long Island's Hispanic population. However, their numbers nearly doubled to 26,198 in 2010, up from 13,528 in 2000 -- a 94 percent increase.
Data from the 2010 Census for other Hispanic groups, such as Dominicans and Salvadorans, will be released in the summer.
Isabel Sepulveda-de Scanlon, publisher of Voz Latina, a bilingual newspaper in the Hamptons, as well as founder and president of a cultural group, Ola of Eastern Long Island, said she expected to see "big numbers" for Colombians, Salvadorans and Guatemalans.
In the East End, where several communities have large Hispanic populations, Sepulveda-de Scanlon said she had seen an explosion of Hispanic businesses, including delis, restaurants, and construction, masonry and painting firms.
Nationally, Puerto Ricans are the second-largest Hispanic group, at 4.6 million, making up 9 percent of the Hispanic population in 2010. They were concentrated in New York, Florida, New Jersey, Pennsylvania and Massachusetts.
On Long Island, where Puerto Ricans have traditionally been the largest Hispanic group -- though 2009 Census estimates suggest Salvadorans may exceed them -- there were 88,514 in 2010, up from 74,796 in 2000, an 18.3 percent increase.
Other highlights of the 2010 Census on the nation's age and gender composition:
The median age of Americans was 37.2 years, up from 35.3 years in 2000. (The median age on Long Island was 40.5; for New York State, 38.)
There were 96.7 males for every 100 females in the United States, up from 96.3 males in 2000.
Males between the ages of 60 and 75 increased more than females of that age group, 35.2 percent and 29.2 percent, respectively, potentially because of a narrowing in mortality gap between males and females.

El jueves pasado, el Comité Demócrata de la municipalidad de Islip dio a conocer la lista de candidatos que estarán representando al partido en las elecciones de este otoño. Aunque me gustaría salir a favor del ticket presentado, hay serias dudas sobre algunos de los candidatos que han quedado sin respuesta.
A pesar de que algunos dirigentes y yo hemos expresado estas preocupaciones, la lista hasta el momento no ha sufrido ningún cambio. Las preocupaciones sobre la terna de candidatos son legítimas y basadas en principios.
Por un lado tenemos al Supervisor Phil Nolan, un líder valiente quien han luchado hombro a hombro con mis comunidades de Brentwood, Central Islip y Bay Shore, incluso cuando hacerlo era arriesgado y polémico. Cuando el ejecutivo del Condado Steve Levy inició su campaña para hacer de nuestra comunidad un chivo expiatorio y vilipendiarla, Phil Nolan cerró filas con muchos de mi comunidad e hizo un llamado a la cordura, humanidad y trato justo. Por otra parte, el Supervisor Nolan ha dedicado una atención sin precedentes a nuestra comunidad que había sido previamente excluída desde la alcaldía. Nolan ha sido un gran aliado en los esfuerzos de reconstrucción en las zonas de Brentwood, Central Islip y Bay Shore.
Desafortunadamente, otros en la terna de candidatos de los demócratas de Islip no han mostrado ese mismo compromiso ni liderazgo. Tal es el caso de Ginny Fields quien aspira a la posición de Town Clerk (Encargada de records).
A través de los años y por su récord, Ginny Fields se ha convertido en el emblema de las causas anti-inmigrantes y anti-minorías por sus repetidos ataques y ofensas. En una aparición televisada a nivel nacional en el programa del xenofobo comentarista Lou Dobbs, la Sra. Fields atacó indiscriminadamente a los inmigrantes, incluidos a los mismos que hoy busca representar en el municipio de Islip. "Bueno, comentan que los están sacando de las sombras. Y no estoy de acuerdo. Si uno es ilegal y uno viene aquí, ¿por presentar un pasaporte de la noche a la mañana los convertirá en legales? Ellos no se van a legalizar. No sacará a nadie más [de la ilegalidad]. Y van a seguir infrigiendo la ley ", recriminó.
En la misma entrevista también declaró: "Hemos jurado defender la Constitución de los Estados Unidos y la constitución del estado de Nueva York. Pero no vemos eso con una gran cantidad de funcionarios electos. Ellos ponen la otra mejilla y están permitiendo que las cosas que son ile - no entienden la palabra “ilegal”. Más allá de la cruda retórica, la Sra. Fields también confrontó a nuestra comunidad al tratar de bloquear la creación del primer distrito legislativo (9º) de minorías en el condado de Suffolk. Afortunadamente, sus esfuerzos fueron frustrados cuando los tribunales fallaron en su contra durante una demanda que entable en contra del condado en el 2003. Por si fuese poco, ella es la misma política que no hace más de un año engañó a los votantes prometiendo públicamente (en Newsday) que de perder la primaria demócrata en la que se vio enfrascada en septiembre pasado, ella saldría de la contienda ya que aún tenía la oportunidad de correr en la línea del partido Independencia. Pero al verse derrotada, rehúso a retirarse causando así la pérdida del candidato demócrata. Es por estas razones que estoy haciendo del conocmiento público que enfáticamente no estaré apoyando la candidatura de la Sra. Fields en esta elección.
En una móvida astuta y para contrarestar los problemas que la candidatura de Ginny Fields les acarrea, decidieron proponer para una silla de concejal a Renee Ortiz. Quiero ser claro: Yo no he cerrado la puerta para apoyar la candidatura de la Srita. Ortiz. Esa decisión la estoy contemplando. No obstante, creo que es necesario que Renee haga del conocimiento público su posición con referencia sobre la candidatura de su compañera de ticket, Ginny Fields, y sobretodo récord anti-inmigrante . Se le presenta una gran oportunidad a Ortiz para demostrar su liderazgo que será necesario para defender los derechos de una comunidad tradicionalmente irrespetada.
Elegir a una latina que ha expresado una clara posición con principios sería una gran fuente de orgullo para muchos en nuestra comunidad.
En los últimos años hemos visto cómo los mismos que siempre promueven la política de odio han corrido candidatos latinos para avanzar su agenda de división en nuestras comunidades. Aunque tiendo a creer que este no es el caso de la Srita. Ortiz, sí creo que al informar a la comunidad si apoya o no a la Sra. Fields puede tener un gran impacto que ayudará a muchos a decidir si apoyarán su candidatura para convertirse en nuestra futura Concejal.
En la actualidad, nuestra comunidad es mucho más madura políticamente de lo que solía ser. Es por eso que he decidido poner este tema a debate público con el fín de estimular la participación así como crear la posibilidad de unión y confianza en una campaña con integridad.

Mangano should seek aid on Nassau finances

County Executive Edward Mangano needs help. Now. With all the crises brewing in Nassau, there are only so many hours in a day to deal with them.
How's he doing thus far? Not grand.
First, he said the county budget was balanced, but a judge and Wall Street smelled Swiss cheese. And just last week in a report on county finances, Moody's, the bond rating agency, noted that Nassau doesn't seem to have a plan to deal with it.
Ouch.
Then there was the surprise rush to build a gambling casino in Uniondale. Except that nobody in the administration appears to have bothered to bring Hofstra University, the Town of Hempstead or the surrounding civic associations on board.
So the proposed casino switched to Belmont Park. Except that's not going to happen unless Assembly Speaker Sheldon Silver (D-Manhattan) says yes. And good luck on that one, since the administration ticked off Silver's deputy, Assemb. Earlene Hooper (D-Hempstead). The Mangano administration left Hooper, who should have been a monster ally, out of the loop as it sought to tap a needed new revenue stream by adding more red light cameras.
Then came word of a proposed new Nassau Coliseum and related development in the 77 acres of parking lot that surround the facility. But the plan won't go anywhere unless voters approve a referendum on Aug. 1, the biggest vacation week of the summer.

County Executive Edward Mangano needs help. Now. With all the crises brewing in Nassau, there are only so many hours in a day to deal with them.
How's he doing thus far? Not grand.
First, he said the county budget was balanced, but a judge and Wall Street smelled Swiss cheese. And just last week in a report on county finances, Moody's, the bond rating agency, noted that Nassau doesn't seem to have a plan to deal with it.
Ouch.
Then there was the surprise rush to build a gambling casino in Uniondale. Except that nobody in the administration appears to have bothered to bring Hofstra University, the Town of Hempstead or the surrounding civic associations on board.
So the proposed casino switched to Belmont Park. Except that's not going to happen unless Assembly Speaker Sheldon Silver (D-Manhattan) says yes. And good luck on that one, since the administration ticked off Silver's deputy, Assemb. Earlene Hooper (D-Hempstead). The Mangano administration left Hooper, who should have been a monster ally, out of the loop as it sought to tap a needed new revenue stream by adding more red light cameras.
Then came word of a proposed new Nassau Coliseum and related development in the 77 acres of parking lot that surround the facility. But the plan won't go anywhere unless voters approve a referendum on Aug. 1, the biggest vacation week of the summer.

Hempstead, Long Island-New York- El pasado jueves 19 de mayo, una coalición de organizaciones comunitarias sin fines de lucro, formada por Empresarios Por El Cambio, Red de Comunidades Salvadoreñas, New York Soccer Latin Association y el Comité Cívico Salvadoreño de NY, Inc. dieron a conocer oficialmente la realización del "V Festival Día de El Salvadoreño-Americano New York 2011" que se realizará el día domingo 7 de agosto 2011 a partir de las 11 de la mañana hasta las 7 de la noche, entre la Washington y la Front Street de la Villa de Hempstead, en Long Island, New York.
Nelson Hernández, fundador del festival en el 2007 y Presidente de Empresarios por El Cambio fue el encargado de hacer el lanzamiento oficial del evento y dijo que la admisión seguirá siendo gratis y abierta para el público de todas las edades y nacionalidades.
Al evento asistió el Cónsul General de El Salvador en Long Island, Licenciado Dagoberto Torres Peña quien mostró el apoyo de su representación diplomática al festival que está basado en la Resolución H.R. 721 firmada en el Congreso Federal el 18 de julio del 2006, dicha resolución declara el 6 de agosto como el Día Oficial de El Salvadoreño-Americano en Estados Unidos.
La convocatoria quedó hecha para no perderse las festividades de este año que también están conectadas con el Día de El Salvador del Mundo que se celebra en San Salvador en el marco de las Fiestas Agostinas.
Aquí en Estados Unidos el Día de El Salvadoreño-Americano es un festejo al resultado del arduo trabajo que hacemos nosotros los salvadoreños dijo Nubia López, una de las organizadoras del evento al que el año pasado asistieron más de 30 mil personas.

Hace no muchos días leí en este medio algo que hablaba de la honestidad y la sinceridad con que el representante del partido ARENA en el tribunal Supremo Electoral había explicado las razones por las que su partido y me imagino el grupo de derecha no habían a poyado el voto en el exterior. En ningún momento creí en la sinceridad de este señor de quien es notable su prepotencia y su ego, así como por ser de los máximos dirigentes del partido ARENA y por lo tanto responsable en parte de las anomalías que se cometieron en el estado salvadoreño durante los veinte años en que dicho partido controlo el ejecutivo.
Leer esta noticia donde claramente se ve la intención de contravenir con maniobras la resolución de la corte suprema de Justicia, deja evidenciado el compromiso de Walter Araujo con las maniobras y las picardías que los caracterizados en las ultimas dos décadas… y desenmascara cualquier apariencia de honestidad que halla pretendido dar o que dio a quien en ese momento manifestó que lo encontró honesto o quizás por respeto no utilizo la palabra correcta que seria descarado…
No me cabe la menor duda que cualquier persona que exprese su repudio a la corrupción no puede ni debe mantener negocios públicos ni privados con personas sobre la que pesan los años más oscuros en el manejo de las finanzas del estado Salvadoreño. Nadie necesita probar si robaron o no, son ellos los obligados a probar que no lo hicieron en un medio donde se corrompió la institucionalidad del estado…
Que persigue Walter Araujo sosteniendo reuniones con representantes del PCN, será que legalmente y moralmente puede convertirse en asesor de estos, olvidando sus obligaciones como magistrado del Tribunal Supremo Electoral?

El secretario general del PCN, Ciro Cruz Zepeda, y el destituido magistrado pecenista ante el tribunal, Eduardo Moreno Niños, se reunieron ayer en la Asamblea con Walter Araujo, magistrado de ARENA ante el organismo.
A la salida de la reunión, Zepeda adelantó que su partido presentará sus alegatos ante el TSE en busca de frenar, mediante argumentos legales, el proceso de cancelación.
Zepeda dijo que están en tiempo para llevar el proceso.
Sobre la destitución de Moreno Niños, Zepeda afirmó que su partido acepta el fallo de la Corte, pero que propondrán la aplicación de un riguroso proceso de selección del quinto magistrado, para evitar que se cuelen integrantes de grupos cívicos u otras figuras con vínculos partidarios que aparentan no tenerlos.
Moreno Niños manifestó que no descarta presentar amparo por su destitución.
Araujo dijo que llegó a darles apoyo moral a los pecenistas y analizar posibles opciones.

Por su parte, el presidente de la República, Mauricio Funes, dijo que no juzgaría a la Corte Suprema de Justicia por la sentencia. Pero consideró que esta “impacta a la institucionalidad del Partido de Conciliación Nacional”. “Ellos tienen todo el derecho de reaccionar como han reaccionado y de hacer las conjeturas que han hecho”, indicó.

Nassau County Executive Edward Mangano is urging the passage of state legislation that would crack down on con artists and unscrupulous doctors caught cheating New York's "no fault" auto-insurance laws.
Nassau and Suffolk residents pay 130 percent more for auto coverage than drivers across the nation, largely due to no-fault insurance fraud, according to the Insurance Information Institute, an industry think tank. Those taking part in such frauds could face felony counts, rather than misdemeanors, and if a doctor is involved he or she could be decertified.
"It's absurd," Mangano said. "Criminals are driving up the cost of insurance. Now, we have a chance to bring some sanity to the system."
The scam works like this, authorities say: motorists stage auto accidents, complete with phony injuries, to collect on their insurance policies. The individuals, often with the assistance of compliant doctors and lawyers, then bill the insurance companies for their medical and hospital reimbursements, workers' comp and disability.
Those caught gaming the system now face misdemeanor charges. But the so-called Fraud Tax Bill, sponsored by state Sens. James Seward (R-Milford) and Martin Golden (R-Brooklyn) would make cheating the no-fault laws a felony punishable by up to 7 years in prison. Assemb. Joseph Morelle (D-Irondequoit) has sponsored companion legislation in the Assembly.
The State Senate bill, which is making its way through the Senate Insurance Committee, would allow the state to decertify medical providers who commit insurance fraud; allow insurers longer than the existing 30 days to investigate suspicious claims and to send disputed no-fault claims to an arbitrator, rather than a judge.
Statewide, New Yorkers pay an average of 53 percent more for auto insurance than drivers across the country, the Insurance Information Institute said.
If the situation is not fixed, insurance companies may pull out of the state, said Rafe Lieber, executive director of New Yorkers Stand Against Insurance Fraud, an advocacy group.
The reforms, which are opposed by the New York State Trial Lawyers Association, could cause delays in the processing of some legitimate no-fault claims, Lieber said.

A State Supreme Court justice in Mineola on Thursday temporarily blocked the Republican-controlled Nassau legislature from adopting a new redistricting plan for this year's elections.
The legislature had scheduled a vote on Monday.
Justice Steven Jaeger granted county Democrats' request for a temporary restraining order and directed both sides return to court May 26 to show why the process followed by Republicans in drawing the new lines was not "arbitrary and capricious and an abuse of discretion and violates the constitutional precepts governing redistricting."
"I think it's a major victory," said County Democratic Chairman Jay Jacobs. "It shows that a judge believes at least on the face of it that moving ahead would be damaging, that there is reason to believe the action is in violation of the law and in violation of the charter. This was an obvious power grab on the part of . . . the Republicans."
He added that the order should kill the map for this year no matter what happens in court on May 26 because there won't be enough time for the election board to draw up new election districts by the time candidate nominating petitions go out June 7.
The county's eight Democratic legislators sued the 11 Republican legislators on Tuesday after Presiding Officer Peter Schmitt (R-Massapequa) scheduled a final vote on the new lines by the full legislature.
Democrats contend the new lines, drawn by County Attorney John Ciampoli in less than 25 days after the new U.S. Census was released April 1, violated the county charter, which calls for a long, deliberative process including the appointment of a bipartisan redistricting commission.
Attorney Steven Schlesinger, representing the Democrats, argued in favor of the restraining order this morning, contending the methods used by Ciampoli "don't meet the statutory prerequisites for adopting the plan.".
But Ciampoli argued that a judge cannot prevent elected legislators from voting and that the Democrats' request for a temporary restraining order was premature.
Except for President Abraham Lincoln arresting Maryland state representatives to stop them from voting to secede from the union before the Civil War, Ciampoli said there is no precedent allowing the judicial branch of government to pre-empt a vote by the legislative branch.
"Granting a temporary restraining order will set a precedent for anyone unhappy with the legislature to freeze the process," Ciampoli argued.
Chris Ostuni, counsel to legislative Presiding Officer Peter Schmitt, added the local law creating the new map "should not be taken out of the hands of legislators before they have an opportunity to consider it."
After Jaeger issued his order, Schlesinger said, "He didn't stop them from voting on it. He stopped them from adopting it. They can vote but they can't actually implement it."
Ciampoli could not be reached for comment. A Schmitt spokesman said, "We are reviewing the judge's opinion."
Ciampoli contends current districts, particularly a minority district that includes Hempstead Village, have grown too large over the past 10 years and violate the principal of one person -one vote.

(05/09/11) MINEOLA - Nassau County Democrats are calling the Republican's proposed legislative-redistricting plan a power grab and many residents who attended a public hearing say they agree.
Critics claim the plan is really aimed at strengthening the Republicans by breaking up areas that traditionally vote Democratic.
Others who oppose the plan say it attempts to dilute minority voting power by breaking up the Village of Hempstead into three separate districts.
Republicans say their plan is just a temporary fix in response to new census figures and that a more comprehensive redistricting plan will be developed over the next couple of years.

A Republican proposal for early redistricting of the lines of the Nassau County Legislature was pilloried Monday by a primarily Democratic audience at a public hearing at the legislature.
"Our beloved Elmont is now sliced up like pizza, limiting its potential as a unified voting commuunity," said Joyce Stowe of the Tudor Manor Civic Association, bound by Greenway Boulevard, Dutch Broadway and Elmont Road. That area will become part of a new "minority" district along the Queens border under the GOP proposal.
"As it [the proposal] stands right now, our collective voting strength is degraded," said Stowe. "[It is] touted as a minority district, but based on a statistical analysis ... it is not so. And we will not be fooled by this outrage."
But legislative Presiding Officer Peter Schmitt (R-Massapequa) told the overflow crowd that the proposed law "must recognize the growth of minority populations on the western portion of Nassau County."
Democrats vow to challenge the redistricting in court if it passes as written. The legislature is expected to vote on the GOP proposal on May 16.
Schmitt, though, said the county charter mandates that the redistricting occur "within six months of the [census] enumeration of the inhabitants of Nassau County."
"This body does not have the discretion to ignore [charter] provisions," Schmitt said.
Schmitt said charter provisions for a bi-partisan commission to study and recommend the redistricting, and then for the legislature to approve a final plan. will be done after a new legislature is elcted.
If approved May 16, the Republican plan would be in effect before the November elections for county legislature, and before party nominating conventions this month.
Hempstead Mayor Wayne Hall " challenged the proposed redistricing he said would place his village into three instead of its now two districts. That third would go into the 8th District, with Garden City, Garden City South, Stewart Manor, West Hempstead Franklin Square, Old Westbury and parts of East Meadow.
"This is a dilution of the minority vote," he said. "I'll see you in court."
At about 3:30 a near fight broke out when Regis Lawrence Thompson of Hempstead told Schmitt he had taken his sheet off, insinuating he is a Ku Klux Klanner.
Schmitt took umbrage at that and said "if you're the best the New Democratic Club has to offer . . ." At that point, Dennis Jones and Ramel Smith, both club members, joined Thompson at the podium, shouting that they supported her.
And angry Fran Becker, (R-Lynbrook), said something that caused several others to jump from their seats shouting.
Three Nassau County police officers on duty in the building soon arrived at the podium and escorted Thompson, Jones and Smith and their supporters into the hall. Shortly afterwards, they all returned to the chambers.

A Nassau legislative committee Monday night passed a Republican-sponsored redistricting plan that has sparked an outpouring of opposition from Democrats.
The new district lines were approved in the GOP-controlled Rules Committee by a 4-3 vote. A public hearing on the redistricting is set for May 9 and a vote by the full legislature, dominated 11-8 by the Republicans, is expected on May 16.
Dennis Jones, a retired New York City police officer and second vice president of the New Hempstead Democratic Club, said the plan "will have a negative effect on minority community, especially in Hempstead."
Legis. John Ciotti (R-North Valley Stream) disagreed. He said the redistricting would actually give minorities a chance "at one more seat at the table."
Stephen Anchin of North Woodmere said he opposed the redistricting proposal because it breaks up the Five Towns communities.
"The Five Towns is not a miscellaneous assortment of unrelated hamlets and villages," he said.
Democrats, who are expected to launch a court challenge, contend that the new map is a Republican power grab.
But County Attorney John Ciampoli said the new lines eliminate improper population deviations between districts and respect town boundaries.

Using new software and a consultant, Nassau County Attorney John Ciampoli was able to draw a new map for the county legislature in less than 25 days -- a process that took nearly a year when the county last reapportioned its 19 legislative districts a decade ago.
Ciampoli, a former elections attorney for the Republican State Senate, said last week that he had been studying the results of the new census, released April 1, when Presiding Officer Peter J. Schmitt (R-Massapequa) asked him on April 19 to draw a new map that would address population shifts and improve minority representation. Ciampoli submitted the new lines Monday; they will be considered by the legislature's Rules Committee Monday. Approval by the Republican-controlled legislature is expected May 16.
The county purchased the redistricting software Maptitude for less than $20,000, Ciampoli said. He also paid Debra A. Levine, the Republican co-executive director of the state's Reapportionment Task force, $20,000 as a consultant, he said. Contracts for less than $25,000 do not require legislative review.
Although Levine is a state employee, Ciampoli said he cleared her work for Nassau through the state legislative Ethics Commission. Levine did not return a call for comment and the ethics commission said its opinions are confidential.
Democrats, who are expected to launch a court challenge, contend that the new map, which puts four Democratic legislators into two districts, is a Republican power grab. They also say the new lines illegally dilute the minority vote by grouping some minority communities that are now in the 3rd District, represented by Republican John Ciotti of North Valley Stream, into a new district with a lower percentage of minority voters.
Ciampoli says the new minority district, with no incumbent, empowers minority voters. He said the new lines eliminate improper population deviations between districts and respect town boundaries.
But Legis. Judy Jacobs (D-Woodbury), presiding officer during the last reapportionment in 2002-03, called Ciampoli's map "fast food" compared to the "sit-down dinner" that redistricting should be. Before lines were drawn the last time, the legislature appointed a bipartisan redistricting commission, sent out more than 4,250 public notices and held six public hearings and a public work session between May and December 2002, she said. A new map was adopted by the then-Democratic controlled legislature on Feb. 24, 2003.
County Democratic Chairman Jay Jacobs said Ciampoli's lines move 570,000 people from one district to another. Notifying them by mail would cost $1 million, he predicted.
"What I hear from Jay Jacobs is a partisan response," Ciampoli said. "What he can't seem to accept is that we have a Republican majority in the legislature that has created a historic opportunity for the minority community in western Nassau. What does Jay Jacobs have against these people?"
Jacobs said, "The fact that he refers to them as 'these people' is a solid indication of his thinking. . . . He needs to understand how democracy works and the concept of free and fair elections that he is trying to subvert by single-handedly producing this most partisan map at the wrong time."

Nassau Republicans Tuesday proposed a new map for the 19 county legislative districts that puts four incumbent Democrats into two districts and breaks up the Five Towns to create what they say is a "new" minority district -- though it has fewer minority voters than its current counterpart.
Presiding Officer Peter Schmitt (R-Massapequa) said the proposed map is fair, provides minorities with better representation and respects town and community lines better than current district boundaries.
"The new maps correct the inequity in the representation of legislative districts in Nassau County," Schmitt said.
But Democrats, who promise a court challenge, called the new map a Republican power grab. "This is the most offensive, partisan map you could possibly have drawn," said Nassau Democratic chairman Jay Jacobs.
The new lines put incumbent Democrats David Denenberg of Merrick and Joseph Scannell of Baldwin into the same South Shore district. They also put Legis. Judy Jacobs (D-Woodbury) and Minority Leader Diane Yatauro (D-Glen Cove) in a new 16th District -- though Yatauro says she will not seek re-election.
Both Schmitt and County Attorney John Ciampoli claim the new map provides better minority representation, citing a "new" minority district along the Queens border. That new district combines minority neighborhoods from the 3rd District, now represented by Legis. John Ciotti (R-North Valley Stream), merging them with the Five Town communities of Woodmere, Inwood and a portion of Cedarhurst.
However, the U.S. census shows the existing 3rd District has a larger minority population -- at 62 percent -- than the "new" minority district's 56 percent.
Redistricting law calls for new districts to generally be of equal population, compact, contiguous and to respect political subdivision lines and "communities of interest." The new districts must not dilute the strength of minority voters.
Asked if the new district dilutes minority votes, Schmitt and Ciampoli said only that there is no incumbent to "dominate" an election. "With no advantages of incumbency, it creates a wide-open district that in all probability will elect a minority," Schmitt said.
But Democratic chief Jacobs said minority districts are based on voters' race and ethnic background, not on the race of their elected representatives.
Despite language in the county charter calling for public hearings and a bipartisan commission before redistricting, Democrats complain that neither they nor the public had any input into the new lines. However, Schmitt said his counsel and Ciampoli interpret the charter as requiring the legislature to adopt new districts within six months of the release of the U.S. census. "I am told I am constitutionally required and legally bound to take these steps now," Schmitt said.
He said the new map was drawn by Ciampoli, not party bosses. Residents can give their opinion at a public hearing May 9, he said, predicting a May 16 legislative vote.

As county Republicans and Democrats accused each other of trying to disenfranchise voters, Nassau's presiding officer, Peter Schmitt (R-Massapequa), Thursday moved up the date for approval for a new redistricting plan to May 16 -- even though a plan has yet to be released.
A new map of boundaries for the 19 legislative districts will be submitted before the end of this month, a Schmitt aide said.
Schmitt surprised Democrats a week ago by saying his counsel had interpreted the county charter as requiring redistricting to take place this year as a way to incorporate new U.S. census results -- a year earlier than expected. After County Attorney John Ciampoli agreed, Schmitt on Monday said he was having new lines drawn and scheduled a vote May 23.
Minority Leader Diane Yatauro objected, saying in a letter to Schmitt Wednesday that the charter requires "a lengthy, well-thought-out public process." To do that in three weeks "disenfranchises and cheats the Nassau County residents," she wrote.
"To preserve the status quo will result in the disenfranchisement of minority voters," Schmitt responded in a letter. Republicans have said the census shows the 2nd District, which includes minority communities in Westbury, Hempstead and New Cassel, is too large compared with other districts. They say that results in residents being underrepresented.
Lawmakers have a "statutory duty" to redistrict before candidates begin circulating nominating petitions on June 7, Schmitt wrote.
But former Suffolk Chief Deputy County Executive Paul Sabatino, now a private lawyer, said Schmitt is reading only one of three sections of the charter. "It's very clear when you read all three sections, there is no way you can adopt the reapportionment plan in the same year you get the census data and have it be effective for that election cycle."
Schmitt aide Ed Ward countered that Westchester and Erie counties are also redistricting for the November elections. A Westchester spokesman confirmed that a new tentative map for its legislators was released Thursday. Erie County officials could not be reached.
