Suffolk Police To Upgrade Fingerprint ID System

(Hauppauge, NY-May 10, 2012) Suffolk County Executive Steve Bellone and Acting Suffolk County Police Commissioner Edward Webber announce the Suffolk County Legislature’s approval of a resolution to upgrade the county’s Automated Fingerprint Identification System (AFIS).

The upgrade will allow for faster, more accurate searches of prints and will assist police officers and detectives in solving cases. In the past, investigating officers would need to identify a person of interest in order to perform a palm print search. With the approved upgrade to the AFIS system, investigators who have recovered a palm print from a crime scene can now search nationwide databases to see if there is a match without having a suspect.

It has been more than a decade since the department’s AFIS system has been upgraded. This upgraded technology will allow latent prints submitted as evidence from crime scenes, approximately 30% of which are palm prints, to be checked against existing databases that contain more than 3 million fingerprints and more than 200,000 palm prints of arrestees.

“Providing our law enforcement agencies with the proper investigative tools is essential to keep Suffolk County residents safe,” said Suffolk County Executive Steve Bellone. “Investigators will now be able to identify suspects more rapidly using this upgraded system.”

“This technological upgrade is imperative to investigating officers in the department,” said Acting Suffolk County Police Commissioner Edward Webber. “Palm print searches will enable us to solve cases we would previously have been unable to close.”

Bellone, Lindsay Announce New County Historian, Peter Fox Cohalan

Legislature Approves Measure to Appoint the Retired State Supreme Court Justice

(Hauppauge, NY – May 10, 2012) – Today, Suffolk County Executive Steve Bellone and Presiding Officer William Lindsay announced the appointment of former County Executive Peter Fox Cohalan to the post of County Historian, the first time the unpaid post has been filled in nearly five years.

“Now, more than ever, in this age of constantly changing technology, it is critical that we preserve what has come before so that we can continue to honor and learn from the past, said County Executive Bellone. “Peter Cohalan has deep roots in Suffolk County, a long record of public service and a passionate interest in local and American history.”

Presiding Officer Lindsay added, “Suffolk is rich in history and its history is the fabric of the American experience. We ought to preserve that.”

Cohalan traces his family’s own American roots to the American Revolution, when his Irish ancestors fought against the British under Lafayette, the French General allied with George Washington. A former Islip Town Supervisor (1971 – 1979) and Suffolk County Executive (1979 – 1986), Cohalan recently retired from the New York State Supreme Court where he served for more than twenty five years.

Actively involved in historic preservation for four decades, Cohalan has participated in numerous local historical organizations, including the Sayville Historical Society in the hamlet where he resides, the Aaron Burr Association, American Irish Historical Society, and the W.K. Vanderbilt Historical Society of Dowling College, as a member of the Board of Directors.

The County Historian is responsible to research historic events within the County and promote the preservation of historic documents and materials to ensure a full understanding and appreciation of the County’s history. The Riverhead-based Suffolk County Historical Society will provide office space for the newly appointed County Historian.

Phil Ramos impulsó aprobación de la ley del Dream Fund en Asamblea Estatal

El asambleísta Phil Ramos (D-Central Islip) anunció muy satisfecho que impulsó con éxito la aprobación en la Asamblea Estatal de Nueva York la legislación para establecer el DREAM FUND (Fondo para los soñadores) el cual otorgaría becas a los estudiantes con destino a los hijos de inmigrantes (A.8689-B). El proyecto de ley también crearía la Comisión del Dream Fund cuyo trabajo sería aumentar los fondos destinados para becas, así como determinar los criterios de calficación de los becarios, crear y promocionar un programa de formación para los educadores y desarrollar una campaña de sensibilización pública para los premios Dream Fund.

"La gente viene a Estados Unidos porque ésta es la tierra de las oportunidades", dijo el asambleísta Ramos. "mediante la creación de este fondo de becas para hijos de inmigrantes estamos ayudando a asegurar que Nueva York es el lugar de oportunidades para los niños que quieren vivir el sueño americano."

La ley actual requiere que los individuos que desean abrir una cuenta de ahorros universitarios conocidas como 529 posean un número de seguro social válido o un número de identificación de su empleador. Esta legislación permitiría a una persona con un número de identificación de contribuyente abrir una cuenta, permitiendo con ello que más familias, incluyendo familias de inmigrantes, sobre todo a las familias inmigrantes con niños, asignar dinero de su presupuesto para ayudar a pagar los costos de la matrícula universitaria.

"Logrando que el Dream Fund sea una realidad aseguraremos que nuestros niños tengan la oportunidad de obtener una educación universitaria", dijo el asambleísta Ramos. "Con esa educación ellos obtendrán las herramientas que necesitan para triunfar".

El asambleísta Ramos es co-anfitrión de una reunión con el asambleísta Francisco Moya en Sábado, 12 de mayo, de 1 pm a 3 pm en la Biblioteca de Brentwood, situado en 34 Avenida Segunda., en Brentwood en la cual se brindarán mayores detalles sobre la ley aprobada y sus próximos pasos para que entre en vigencia.

Undocumented Immigrants Paid $11.2 BILLION

As many of us who participating in the immigration debate already knew, undocumented immigrants contribute a lot to this country. In 2010, they contributed approximately $11.2 billion dollars, despite the fact that most Americans believe their being undocumented prevents them from paying into the system.

The point is, the majority of Americans are wrong, and a lot of that has to do with the stories that are told in the media. Stories about how undocumented immigrants are criminals and scammers. A belief of convenience, since most of these individuals have probably never known an undocumented immigrant.

But worse than the belief that undocumented immigrants are ‘bad’ by nature, is the belief that corporations make this country better by ‘growing the economy’. Despite popular belief, corporations and corporate dollars are not the mechanisms that propel this country forward, although I’m sure they would love to take all the credit for any success that Americans create for themselves.

The problem is that many corporations are taking money out of our economy and we’ve barely made a peep about it. It wasn’t until recently that American started standing up and asking corporations to explain their choices. Movements from the 99% are on the rise, and I for one am glad that somebody is watching and listening for the first time in decades.

GOVERNOR ANDREW CUOMO ANNOUNCES STATEWIDE SMALL BUSINESS OUTREACH INITIATIVE

Team of State Officials to Travel around the State to Conduct Workshops for Businesses

Small Businesses Learn About Starting and Sustaining Successful Businesses in the State

Governor Andrew M. Cuomo today announced a statewide initiative designed to help small business owners start and grow their businesses in the state. The team will consist of employees from at least six New York State agencies including the departments of State, Labor, Taxation and Finance as well as Empire State Development, State Liquor Authority, and the Workers Compensation Board. The team will travel to every region of the state to meet with New Yorkers about the state's rules and programs intended to help small businesses.

"This program is all about creating jobs because when small businesses do well, New York does well," said Governor Cuomo. "It so important for us to get out of the office and go into communities to see how we can help anyone who wants to start, grow or improve a business and that???s what this program will do."

The workshops held in each region will be conducted in conjunction with local chambers of commerce. Representatives from the agencies will provide opportunities for business owners to speak to them after the main presentation and will direct them to state programs and services. The program will begin with workshops in Utica and Schenectady and will continue throughout the spring and summer months.

Many business owners have contacted the state with questions about regulations, licenses and practices. Some of the topics the seminars will cover include: starting a business and adhering to regulatory timelines; how to obtain and file tax forms; first steps for hiring employees; and, how to become certified as an MWBE.

Asambleísta Ramos honra historia militar y líderes durante Día de West Point

El asambleísta Phil Ramos (D-Central Islip), presidente del Comité de Asuntos de Veteranos, anunció la aprobación en la Asamblea de una proclama que honra a los hombres y mujeres en las fuerzas armadas de la Academia Militar de los Estados Unidos en West Point, como parte de la sexagésima primera celebración anual del Día de West Point en la Asamblea (K.1203).

“Durante la celebración del Día de West Point de este año, es importante que honremos los muchos logros obtenidos por nuestros valientes hombres y mujeres, y reconozcamos la importante función que esta prestigiosa academia militar ha desempeñado en la historia de nuestro país”, dijo el asambleísta Ramos. “Esta tradición de tanto orgullo enfatiza los estándares más altos de honor personal, logros académicos y deber –preparando a los graduandos para vidas de servicio honorable”.

El coronel general Timothy Trainor, decano de la Junta Académica en West Point, estuvo presente durante la sesión de la Asamblea como parte del Día de West Point. El general Trainor es el décimo tercer Decano de la Junta Académica de la Academia Militar de los Estados Unidos, donde previamente sirvió como Profesor y Jefe del Departamento de Sistemas de Ingeniería. Al general Trainor lo acompañaron el capellán de West Point, el coronel Mike Durham, el sargento mayor David Brzywczy y varios miembros de la Sociedad de West Point del Distrito Capital.

Un grupo de cadetes de West Point también asistió a la sesión legislativa y fueron honrados por su dedicación al servicio en las fuerzas armadas. “Los cadetes –todos de diferentes partes del estado de Nueva York– obtuvieron la entrada a la academia de West Point por su diligencia, inteligencia y liderazgo”, dijo el asambleísta Ramos.

La Academia Militar de los Estados Unidos fue establecida en el 1802 cerca de Newburgh, NY y ha producido graduados reconocidos incluyendo: los generales Omar Bradley, George S. Patton y Norman Schwarzkopf y a los presidentes Ulysses S. Grant y Dwight D. Eisenhower. El fallecido asambleísta James T. Bellone & Mangano Announce More Than $1 Million in Savings from Latest Joint Purchase

(Mineola, NY-April 16, 2012) – Suffolk and Nassau Counties together stand to save more than $1 million this year as a result of a cooperative bid for the purchase of wastewater treatment and pool chemicals – the second in a series of cooperative purchases under the Long Island Intergovernmental Purchasing Council (LIPC), County Executives Steve Bellone and Edward P. Mangano announced today.

Other members of the LIPC that participated in the bulk bid expect to save thousands of dollars on their chemical purchases. The Town of Oyster Bay, a founding member of the LIPC, anticipates a saving of approximately $25,000; and thousands more for the Village of Sands Point, the Village of Patchogue and five Nassau water districts (Glen Cove, Jericho, Oyster Bay, Massapequa and South Farmingdale) that participated.

“Joint purchasing is an example of where we can do more with less by finding efficiency,” said County Executive Bellone. “We were able to save more than $1 million for Long Island taxpayers without having any impact on services.”

“Cooperation among the various governmental entities is key to reigning in spending and holding the line on taxes,” said County Executive Mangano. “I applaud those agencies that joined us on this latest cost-saving initiative.”

“It goes to show that by municipalities, school districts, fire and other special districts working together, they can leverage their aggregate purchasing power to get the volume price benefits for the goods and services we all need, “said Town of Oyster Bay Supervisor John Venditto. “With new members continuing to join the consortium, I look forward to even more cost savings in the future.”

The LIPC issued a bid that included Sodium Hypochlorite, Sodium Hydroxide (Caustic-Soda) and Calcium Hypochlorite. Nassau alone uses approximately 4 million gallons of Sodium Hypochlorite at its two sewage treatment plants- Bay Park & Cedar Creek - and about 30,000 gallons a year at various county pools for a TOTAL cost of more than $10 million between 2009 and 2011.

In 2012, the counties, towns and water districts will enjoy savings of between 37 and 74 cents per gallon of Sodium Hypochlorite and Sodium Hydroxide.

Suffolk County projects savings of $526,830 this year for the same two chemicals. The bulk of the chemicals used by the County are at Sewage Treatments Plants in Selden, Holbrook and Medford.

Nassau County expects to save about $600,946 on these chemicals this year. In addition to the two sewer treatment plants, Nassau County uses thousands of gallons of chemicals for its pools located in Cantiague Park, Nickerson Beach, Christopher Morley Park, North Woodmere Park, and Wantagh Park.

The contract will be posted on the LIPC website: lipurchasingcouncil.org/home.aspx and is for use only by LIPC members. The next bulk-purchase bid to be advertised will be for 300 EMS medical supplies used by both counties and many of the Island’s volunteer fire departments.

Rechaza que la industria de seguros tome el control del programa y elimina el recorte del 2% para los proveedores

“Todos los días un sinnúmero de familias enfrentan los retos que conlleva el criar a un niño con impedimentos. Aquí en el estado de Nueva York tenemos una reputación muy bien ganada de proteger a nuestros ciudadanos más vulnerables. Consideramos firmemente que debemos tener uno de los mejores programas de Intervención Temprana (EI) en el país, y convertí en prioridad principal proteger su financiamiento en el presupuesto estatal final para el año fiscal 2012-13”, expresó el Asambleísta Phil Ramos (D- Brentwood).

El programa de Intervención Temprana ayuda a los niños menores de 3 años que han sido diagnosticados con algún impedimento o retraso del desarrollo a obtener los cuidados que necesitan. El programa también les ofrece a los padres de estos niños una variedad de servicios terapéuticos y de apoyo como educación y consejería familiar, terapia del habla, física y ocupacional, al igual que servicios de enfermería y nutrición.

El programa de Intervención Temprana hace una gran diferencia en la vida de los niños que reciben tratamiento. Recibir las primeras terapias como terapia del habla y física desde temprana edad puede ayudar a mejorar la calidad de vida de los niños con retrasos en el desarrollo. El apoyo de servicios de consejería y sociales ayuda a las familias a entender lo que sucede con sus hijos y los prepara para entender lo que pueden esperar en el futuro.

“Criar un niño con impedimentos conlleva retos únicos. Por esta razón luché para asegurar que el presupuesto estatal final 2012-12 protegiera los fondos valiosos del programa de Intervención temprana” afirmó Ramos. El Presupuesto:

· Rechaza varias disposiciones propuestas por el gobernador para ceder control de los programas de Intervención Temprana a la industria de seguros, lo que hubiese puesto en riesgo al programa

· Requiere que los coordinadores de servicios de Intervención Temprana notifiquen a la oficina de personas con Impedimentos del Desarrollo (OPWDD) si un niño puede ser elegible para obtener servicios de la OPWDD; y

· Requiere que los coordinadores de servicios de Intervención Temprana implementen el Plan Individualizado de servicios de Familia (IFSP) lo antes posible.

El presupuesto también alivia la carga financiera del programa de Intervención Temprana de los gobiernos locales al:

· Aumentar los reembolsos de ayuda estatal para servicios de Intervención Temprana restaurando una reducción de 2 por ciento en pagos hechos a proveedores de servicios incluidos en el presupuesto del año pasado.

· Rechazar una propuesta para transferir los costos del Programa de Educación Especial Preescolar (4410s) a los distritos escolares.

· Reducir la carga administrativa de los condados; y

· Requerir que los municipios y proveedores se enfoquen en procesar las facturas y en manejar los pagos de servicios de Intervención temprana de una manera eficiente.
